Creating a European Municipality of Novo Selo: Integrity Policy for Zero Corruption

Integrity Study and Integrity Handbook

At the end of 2022, the Konrad Adenauer Foundation and the Faculty of Law “Iustinianus Primus” - Skopje initiated the new phase of the project "Creating a European Municipality: Integrity Policy for Zero Corruption". In the first phase of this project, the Municipality of Aerodrom was selected. While in the second phase, the municipalities of Novo Selo and Gevgelija were selected.

Study Creating a European Municipality of Novo Selo - Integrity Policy for 0 Corruption

In a concrete sense, the realization of this joint activity has a positive impact in the direction of:

First, reducing the opportunities for corruption in the municipalities by detecting the risks to the integrity and formulating appropriate measures for their neutralization;

Second, reducing the possibilities for errors in the functioning of the municipalities by detecting weaknesses in decision-making procedures in the broadest sense of the word; and

Third, increasing the trust of citizens in their municipality.

In order to achieve these goals, within the project two documents were prepared for each of the municipalities:

First, the Integrity Study

Second, the Integrity Handbook

The Integrity Study is an analysis in which the functioning of the municipality is presented in terms of its key competences, that is: conducting administrative procedures and relations with parties; staff recruitment and human resources management; public procurement and asset management in the broader sense of the word, as well as other relevant competences.

The Integrity Handbook foresees measures to neutralize each of the risks detected in the Study.
