Germany and countries of South East Europe have in common to be still confronted with the consequences of totalitarian and authoritarian regimes respectively which reigned in these countries in the second half of the 20th century. The transformation from post-communist/post-socialist systems can only succeed when a dealing and reconciliation with history and the consequences of the communist or socialist past respectively will have taken place. Based on this belief, the Konrad-Adenauer-Stiftung – on the incentive of its regional Rule of Law Program South East Europe – invited ten experts from SEE, among them parliamentarians, presidential counsellors, government spokespersons and scholars.
