Due to the problems faced by the Lebanese judiciary, the Lebanese Higher Judicial Council has in the past been concerned with the issues of transparency, efficiency, credibility, and capacity of the Lebanese courts.
The purpose of this workshop is to discuss the establishment of a procedure of judges' assessment, which would be of great importance for enhancing the quality, independence, and capacity of the judiciary. The introduction of a procedure of judges' assessment will help to select the best-qualified judges to be promoted to higher judge posts. In addition, through a regular and independent assessment, the qualification needs of the Lebanese judges can be better defined. The purpose of introducing a judicial review procedure is to improve the Lebanese judicial system as a whole.
