The October Issue of the monthly newsletter "Katiba (Kisuaheli for "Constitution") News" deals regularly with important and controversial issues of constitutional reform in Kenya. The constitutional reform process had stalled after the negative result of the referendum in November 2005 but has recently been revived. "Katiba News" wants to contribute to finding a solution to important and controversial problems in this process. In this issue kenyan constitutional experts analize strengths and weaknesses of a parliamentarian system as well as the role, responsibility and control of Parliaments and Parliamentarians. It tries to answer the question if a parliamentarian system would be an alternative for Kenya.
