The 5th volume of the bi-annual publication "Judiciary Watch Series", which is published in cooperation with the International Commission of Jurists - Kenya Section, deals with common problems of Rule of Law in East Africa. The authors analize the Independence of the Judiciary in Kenya, the Office of the Attorney General in East Africa, Constitution Making and Constitutional Reform in Fledgling Democracies, Human Rights Litigation in East Africa, Application and Compliance with International Human Rights Standards in East Africa, Independent Constitutional Commissions in East Africa and the East African Court of Justice. This against the background of Judiciaries in the region asserting their independence with decisions sometimes against governments, while democracy is threatened by governments which begin to show authoritarian tendencies - especially in Uganda. The publication is made available to important decision makers in the region and aims at contributing to the discussion and solution of problems regarding Rule of Law in East Africa. This complements the activities of the Konrad Adenauer Foundation Rule of Law Program for Sub-Saharan Africa.
