VEPR to launch macroeconomic assessment report
The Vietnam Institute for Economic and Policy Research (VEPR) will launch its Quarterly Report IV/2019 in the morning of January 16, 2020 with KAS Vietnam’s support. Commenting on the VEPR report will be Vietnam’s leading economic experts: Dr. Can Van Luc, Dr. Nguyen Tri Hieu and Dr. Vo Tri Thanh. The independent economic assessment of Vietnam’s macro-economic policies is an exclusive event for the media.

Reviewing 2019 and Planning for 2020
On the occasion of our annual Partners' Meeting, we came together with representatives of our partner organisations in Vietnam. Our programme included the review of activities and collaboration in 2019 as well as the planning of the next year. Further, we used the opportunity to exchange experiences with innovative project formats and to strengthen our network. From KAS' perspective, our work has included a wide spectrum of topics and methodological approaches in 2019. We were able to work with 10 partner organisations and supported 42 projects in this year. For 2020, we intend to intensify our diverse portfolio and operate more flexibly according to current topics. Especially Vietnam's role in the UN Security Council as well as the ASEAN chairmanship in the next year will be discussed from several perspectives. We are very thankful for the fruitful cooperation in 2019 and are looking forward to the upcoming projects.

Consultation Workshop "Best Practice of Urban Governance in Vietnam"
Workshop
KAS, in collaboration with ACVN will organize a consultation workshop on “Best practice of urban governance in Vietnam”. This activity is under the framework of the project “Improving Vietnamese city governments’ capacity in engaging with local businesses and resident groups through the documentation, exchange and application of selected national Best Practices” funded by KAS, implemented by the Association of Cities of Vietnam (ACVN). Under this project, a research study was conducted in 6 selected cities, including: Uong Bi, Ha Noi, Lao Cai, Vinh, Hoi An and Nha Trang. Three thematic areas are: 1. Administrative Reforms through promoting E-Government to improve public services for local businesses and residents (Uong Bi and Nha Trang); 2. Building city branding through promoting community based public space (Ha Noi and Hoi An); 3. Urban Environment Management through promoting community participation in source separation of waste (Lao Cai and Vinh); Research team is going to public their findings, seeking comments from participants for the draft report as well as recommendation for the ways forward. Half-day meeting will be organized in Hanoi with participation of representatives of 6 pilot cities, experts and relevant stakeholders.

On the occasion of 70 years of German Institution 1949-2019, an event will be organized and co-hosted by the Goethe Institute, Konrad-Adenauer-Stiftung and Rosa Luxemburg Stiftung. Prof. Le Trong Phuong from Bonn University will give presentation.

Strengthening understanding and application of criminal provisions to protect the rights of women and children
Training Seminar
Protection of human rights and civil rights in line with the spirit of the 2013 Constitution as well as International Conventions that Vietnam is a member of are one of high priorities under The Penal Code 2015. With that in mind, The Penal Code 2015 has created a mechanism to protect the lawful rights of the vulnerable people in the society, especially the women and children. To deeply understand the new provisions of the Penal Code 2015 as well as to effectively apply the law in practice, the Department of Criminal and Administrative Legislation of the Ministry of Justice, in collaboration with KAS Vietnam, organises a training seminar which aims at strengthening understanding and application of criminal provisions to protect the rights of women and children as well as international standards relating to the rights of women and children during criminal justice process. The training seminar is scheduled to take place in Hanoi on 23 August 2019 with participants from relevant sectors such as law enforcement, criminal justice agencies, labor sector and social welfare. Participants are expected to exchange their valuable practical experiences on the said issues.

On 13. August 2019, the Diplomatic Academy of Vietnam (DAV) in cooperation with KAS organises the thirteenth conference of the China Talk series. This time, Dr. Vasilii Kashin of the Centre for Analysis of Strategies and Technologies will talk about the recent trends in the development of the Chinese defense innovation and industrial base. The participants are welcomed to engage in a fruitful and interesting discussion.
Study and Information Program
Workshop: “Methodology for research in social sciences/ international relations”
From the 22. until the 24. July 2019, KAS Vietnam and its partner the University of Social Sciences and Humanities (USSH) will host a workshop to broaden the knowledge of methods and methodology in International Relations for young lecturers and researches. In recent years, there have been dramatic changes in research approaches and methodology in social sciences. Using interdisciplinary and multidisciplinary methods in social sciences is recognized as inevitable trend as well as the application of quantitative methods. International relations as a discipline in social sciences does not go out of that trend. In order to adequately discuss these trends, KAS Vietnam and the USSH invited two research experts of the field: Assoc. Prof. Dr. Christina Schwenkel from the University of California and Dr. Michaela Boerner from Friedrich-Schiller University of Jena, Germany. The two experts will help the participants improve their quantitative methods in doing research, especially in investigating and assessing non-traditional security threats and human security issues.

Workshop: Differentiation of power among central and local governmental bodies in Vietnam
On 17. July 2019, the Institute of State and Law of the Vietnam Academy of Social Schiences (VASS) in cooperation with KAS organises a workshop about differentiation of power between central and local governmental bodies. In Vietnam, the duties and authorities of local governments are determined on the basis of differentiation of power between central state bodies and local state bodies. The differentiation of vertical management authority between central government and local government is carried out in form of decentralization, however some of the theoretical aspects of decentralization have not yet been clarified. This workshop will focus on these issues while analyzing international information and experience on the vertical differentiation of power between central and local governments, thereby making suggestions for Vietnam in developing and implementing a differentiation mechanism. Participants will also have time to ask their question and engage in a discussion with the experts.

Quarterly Report II/2019
The Vietnam Institute for Economic and Policy Research (VEPR) will launch its quarterly report II/2019 on July, 11. The report will be represented by Dr. Nguyen Duc Thanh, President of the VEPR. Established Vietnamese economists, such as Dr. Vo Tri Thanh, Senior Economic Expert and former CIEM Vice President, will comment on the VEPR economic report. Journalists will have the possibility to ask question. The event is supported by KAS Vietnam.
