Since 2013, Decree No. 55/2011/ND-CP has been implemented. After ten years, according to the Ministry of Justice, legal work has achieved positive results in various areas. Many different areas have been addressed, monitoring, driving and inspecting legal work; professional training in the field of legal services; symposiums on legal work and standardization of the qualification of legal officials at multiple levels. The quality of the consultations and the proposals for measures and solutions for the leadership of ministries, sectors and municipalities seem to be effective.
Addressing the seminars, Mr. Florian Constantin Feyerabend, Resident Representative of Konrad-Adenauer-Stiftung Vietnam, shared that the current working framework is not yet impeccable. These events addressed still existing problems and drawbacks through dialogue and training. The conferences provided a platform for legal experts, policy makers and civil servants to exchange knowledge, engage in vivid discussions, learn from each other and put forward opinions, suggestions and potential solutions with the aim of improving the legal system and ensuring the set standards.
High on the agenda of the morning sessions was the dialogues, where representatives from central management institutions and provincial units discusses about (1) Positions and roles of the legal departments in the legislation formulation, (2) Identification of difficulties in the legislative formulation process at the central and local levels, and (3) Solutions to improve the positions and roles of legal departments in the legislation formulation. The afternoon sessions focused on training of skills in commenting and appraising proposals/drafts of legal normative documents under the law on promulgation of legislative documents in 2015 (amended and supplemented in 2020).
