Vietnam’s judicial reform and anti-corruption agenda, guided by Resolutions No. 27-NQ/TW (2022) and No. 168/NQ-CP (2023), lays a foundation for progress through 2030. These policies emphasize refining criminal legislation, strengthening investigative and prosecutorial capacity, and enhancing international legal cooperation.
At the workshop, Mr. Thomas Fels, Head of the Central Office for Anti-Corruption at the General Prosecutor's Office in Berlin, delivered a virtual presentation on key provisions of the German Criminal Code - particularly those addressing corruption in public service (from Article 331 onward). He also introduced Berlin’s four-pillar anti-corruption framework, offering practical insights for adaptation.
Vietnamese delegates engaged in constructive dialogue, highlighting gaps in current legal provisions and practical challenges in tackling corruption and official misconduct. Several participants proposed amendments to the Penal Code to better align with operational realities and international standards.
In his remarks, Mr. Stefan Samse, Interim Director of KAS Vietnam, commended Vietnam’s progress in combating corruption, as evidenced by its improved standing in the Corruption Perceptions Index (CPI). He reaffirmed KAS’s commitment to supporting Vietnam in building a rule-of-law state and a resilient legal system.
The workshop served as a vital platform for international knowledge exchange and marked a concrete step forward in Vietnam’s judicial reform - contributing to a more transparent, accountable, and efficient public administration.
