Against this backdrop, on August 22, the Konrad Adenauer Stiftung (KAS) Vietnam and the Department of Examination of Legal Normative Documents and Management of Handling of Administrative Violations under the Ministry of Justice co-hosted the workshop titled “Enhancing the Effectiveness of Law Implementation Organization to Meet National Development Goals in the New Era.” The event provided a timely and dynamic platform for dialogue, experience-sharing, and professional development, aimed at strengthening the capacity of more than 140 officials responsible for law enforcement monitoring at both central and local levels.
In her opening remarks, Deputy Minister of Justice Dang Hoang Oanh reaffirmed Vietnam’s strong commitment to reform. She emphasized that the newly amended law and accompanying resolutions institutionalize the vision for a fair, consistent, and efficient legal system that supports national development. Despite existing challenges, she underscored Vietnam’s determination to modernize its legal framework and improve law enforcement practices.
Mr. Stefan Samse, Interim Resident Representative of KAS Vietnam, also addressed the workshop, highlighting the importance of effective law implementation monitoring as a foundation for justice and public trust. He shared Germany’s experience in upholding the rule of law through a robust system of checks and balances, federal cooperation, and digital modernization. Reflecting on Germany’s legal reform journey, he noted “reform is not a destination but an ongoing process - one that requires vision, adaptability, and unwavering commitment to justice.”
The workshop featured a wide-ranging agenda, including assessments of state management in legal implementation, theoretical perspectives on improving legal drafting and enforcement, and the role of parliamentary oversight. Participants explored practical challenges in enforcing laws related to civil servants and specific sectors such as fisheries, while also discussing the role of mass organizations in monitoring, the issuance of detailed legal guidance, and institutional bottlenecks. Notably, the workshop emphasized the importance of digital transformation, including the application of artificial intelligence and big data in legal processes.
Through in-depth discussions and expert presentations, the workshop provided a comprehensive overview of Vietnam’s current law enforcement landscape and identified opportunities for innovation and improvement. The event generated actionable recommendations to enhance enforcement effectiveness and support the continued refinement of Vietnam’s legal system. It also underscored the value of international cooperation and knowledge exchange in advancing legal reform.
