Vietnam Strengthens Legal Capacity to Address International Investment Disputes

Ho Chi Minh City, September 22, 2025 - As Vietnam accelerates legal reforms to align with international standards, the country is prioritizing its ability to manage international investment disputes. This commitment is highlighted at the training event co-hosted by the Ministry of Justice’s Department of International Law and the Konrad-Adenauer-Stiftung (KAS) Vietnam, as part of the Germany–Vietnam Rule-of-Law Dialogue.

The training, titled “Preventing and Resolving International Investment Disputes According to Laws, International Commitments of Vietnam, and International Experiences,” supports key national directives such as Resolution No. 27-NQ/TW (2022), Resolution No. 66-NQ/TW (2025), and Decision No. 1960/QĐ-TTg (2020). Its goal is to equip public officials with the legal expertise and practical tools needed to navigate the increasingly complex landscape of disputes involving foreign investors - a critical area as Vietnam modernizes its regulatory framework to foster a transparent and investor-friendly environment.

In his opening remarks, Mr. Nguyen Duc Kien, Deputy Director General of the Department of International Law, emphasized that strengthening dispute resolution capacity not only facilitates the effective handling of specific cases, but also contributes to the development of a robust legal framework, thereby laying a solid foundation for the country’s stable and sustainable growth in the context of international integration. Furthermore, Ms. Nguyen Minh Tuyen, Office Manager of KAS Vietnam, shared Germany’s practical experience in modernizing dispute resolution systems. She affirmed that transparency, legal certainty, and enhanced international cooperation are fundamental pillars for building a stable, attractive, and sustainable investment environment in Vietnam.

The event featured lectures from leading experts, including Prof. Dr. Stephan Hobe of the International Investment Law Centre Cologne (Germany), as well as senior representatives from Vietnam’s Ministry of Justice and Ministry of Finance. Topics included investment arbitration in cases of corruption and sustainability violations, and dispute resolution mechanisms under the EU–Vietnam Investment Protection Agreement (EVIPA).

More than 100 legal professionals and civil servants from southern provinces attended, underscoring the urgency and relevance of the topic. Participants engaged in lively, solution-oriented discussions and shared valuable real-world insights, emphasizing the need for continued legal modernization amid rapidly evolving global investment dynamics. While Vietnam has made significant progress in attracting foreign investment, participants acknowledged that these advancements bring new and complex legal challenges. Strengthening institutional capacity remains essential to sustaining investor confidence and protecting national interests.

This training reflects the government’s commitment to upholding international obligations and highlights the collective responsibility of legal professionals, policymakers, and stakeholders to remain vigilant and proactive.

 The Konrad-Adenauer-Stiftung (KAS) reaffirms its long-term commitment to accompanying Vietnamese partners in the process of developing and improving policies and legislation in line with international standards. Through cooperative activities, technical support, and the sharing of practical experiences, KAS aims to contribute to the modernization of Vietnam’s legal system, enhance institutional capacity, and lay a solid foundation for the country’s sustainable development in the context of deepening international integration.
