Summary of OpenGov for Citizen

In collaboration with the Office of the Public Sector Development Commission (OPDC) since 2023

This e-Book compiles proposals and results from all four “OpenGov for Citizen” events, covering a variety of policy schemes, including the development of policies to support the cost of living, welfare and quality of life for the elderly, the restoration and conservation of green spaces, the reduction of carbon emissions from industrial sectors and marine waste management.

The approach to mobilising the country’s public sector management to the 4.0 era is grounded in the strategy of building an Open and Connected Government as a key mechanism for strengthening good governance and public administration. This approach aims to enhance transparency, accountability, and meaningful participation from all sectors, with a strong emphasis on building public trust in government through genuinely citizen-centred processes. 

The Office of the Public Sector Development Commission (OPDC), as the principal agency responsible for promoting and driving innovation in public administration, has therefore implemented the project “OpenGov for Citizen.” The project serves as a neutral platform for integrating cooperation among public agencies, the private sector, civil society, and citizens. By employing Open Government mechanisms, it opens channels for citizens’ voices to be heard, enabling them to participate in setting local development agendas and jointly seeking solutions that align with the specific contexts and real needs of local communities. 

Based on past activities, the project has demonstrated the power of participation through four rounds of lesson-learning events, covering a wide range of strategic issues vital to sustainable improvements in quality of life and environmental protection. These include policies to address the cost of living, welfare and quality of life for older persons, the restoration and conservation of green spaces, the reduction of carbon dioxide emissions in the industrial sector, and marine waste management. 

Accordingly, in order to disseminate knowledge and encourage public agencies to practically adopt this proactive working model, the OPDC, with the support of the Konrad-Adenauer-Stiftung Thailand, has produced this e-Book as a guide and collection of case studies on designing participatory consultation processes and fostering collaborative innovation. 

It is sincerely hoped that the e-Book “OpenGov for Citizen” will serve as an important mechanism for strengthening the capacity of public sector agencies and opening spaces for citizens to actively engage in driving public governance, ultimately leading to effective, transparent public administration that can sustainably respond to the expectations of the people.
