Das Stichwort: Vertrag über die Währungs-, Wirtschafts- und Sozialunion
Am 1. Juli 1990 trat der Vertrag über die Währungs-, Wirtschafts- und Sozialunion zwischen der Bundesrepublik Deutschland und der Deutschen Demokratischen Republik in Kraft. Er war am 18. Mai 1990 in Bonn unterzeichnet worden, nachdem am 16. Mai die Bundesregierung und die 11 westdeutschen Länder vereinbart hatten, einen "Fonds Deutsche Einheit" für die Wiederaufbauhilfe in Ostdeutschland zu schaffen - Volumen 115 Mrd. DM.
Der Vertrag über die Währungs-, Wirtschafts- und Sozialunion nahm in währungspolitischer Hinsicht die Integration der DDR in die Bundesrepublik vorweg. Kernstück waren die Einführung der Sozialen Marktwirtschaft in der DDR und die Umstellung der DDR-Währung auf DM zum 1.7.1990. Privateigentum, freie Preisbildung und die Abschaffung staatlicher Monopole sollten die zukünftige Wirtschaft in den Neuen Ländern kennzeichnen. Wichtigster Eckpfeiler auf wirtschaftlichem und sozialem Gebiet war die Übernahme des bundesdeutschen Sozialversicherungssystems mit den Bestandteilen der Renten-, Kranken-, Arbeitslosen- und Unfallversicherung. Die Sozialunion sicherte die Rechte der Arbeitnehmer in der DDR entsprechend den bundesdeutschen Grundlagen bei der Tarifautonomie, Betriebsverfassung, Streikrecht, Kündigungsschutz, Mitbestimmung u.a. Vor der "Treuhandanstalt" stand von nun an keine geringere Aufgabe, als die Sanierung und Privatisierung einer ganzen Volkswirtschaft.
Zwei besonders heikle Fragen wurden in dem Vertrag noch nicht entschieden: die Regelung der Ansprüche früherer Eigentümer in Ostdeutschland und die Reprivatisierung verstaatlichten Besitzes einschließlich Ländereien und landwirtschaftlicher Betriebe; diese Probleme wurden erst im Zuge der Verhandlungen über den Einigungsvertrag geklärt. Mit dem Inkrafttreten des Staatsvertrages trat für die DDR gleichzeitig eine Zollunion mit der EG in Kraft.
