In 2019, Vietnam received the U.N Human Rights Committee's recommendation on the 3rd National Report on the Implementation of the International Covenant on Civil and Political Rights (referred to as ICCPR). To implement mentioned recommendations and ICCPR in the next period, on 26 September 2019, Prime Minister issued Decision no. 1252/QD-TTg approving Action Plan on Enhancing the effective implementation of the International Covenant on Civil and Political Rights and the U.N Human Rights Committee's Recommendations (referred as Action Plan).
After three years of implementation of the Action Plan, it shows that Ministries, Sectors, and local governments have paid particular attention and put efforts to perform assigned tasks. However, it requires the information and experience exchange, enhancing awareness and unified understanding between thresholds to implement better ICCPR and the Human Rights Committee's recommendations, especially the obligation of periodic reporting (expected in March 2023).
The objectives of the seminar hold on 19 April:
(i) To share information, exchange experiences, and discuss the performance in the period of 2019-2021
(ii) Raising awareness to get a unified understanding of the ICCPR, the Human Rights Committee's recommendations, and main tasks in the Action Plan
(iii) To discuss, exchange information, and propose possible solutions to overcome the difficulties that appear during Action Plan for better performance in the next period.
