Erster Schritt in Richtung Friedensabkommen oder nur eine Atempause?

Am 26. Juni unterzeichneten die USA, Israel und der Libanon in Washington ein trilaterales Rahmenabkommen. Darin bekunden Libanon und Israel – die sich formal weiterhin im Kriegszustand befinden – ihre Absicht, die Grundlage für einen dauerhaften Frieden, stabile Sicherheitsverhältnisse und nachbarschaftliche Beziehungen zu schaffen. Angesichts der jahrzehntelangen Feindschaft zwischen beiden Staaten und des anhaltenden Konflikts zwischen Israel und der Hisbollah stellt das Abkommen einen bemerkenswerten Schritt dar. Ob es sich dabei um den Beginn einer nachhaltigen Friedensordnung oder lediglich um eine vorübergehende Beruhigung der Lage handelt, wird maßgeblich von seiner Umsetzung abhängen. Mit den direkten Verhandlungen mit Israel beabsichtigt die libanesische Regierung, die eigene Souveränität zu stärken und die Zukunft des Libanons von der Verhandlungsschiene zwischen Iran und USA abzukoppeln und so den Einfluss des Irans auf das Land zu verringern.
