AI and the Future of Digital Governance: Advancing Public Service Transformation

Policy Recommendations to promote digital governance and increase the quality and efficiency of public service delivery

Thailand’s National AI Strategy and Action Plan (2022–2027) aims to improve quality of life and strengthen economic growth through responsible and inclusive AI adoption. Despite progress, challenges remain. Experience-sharing and dialogue, leading to concrete policy recommendations on policy formulation, budget allocation, and the design of AI-integrated pilot projects, are essential to advancing Thailand’s digital governance transformation.

Details

To improve citizens’ quality of life and promote economic growth, Thailand approved its National AI Strategy and Action Plan (2022–2027) in July 2022. Central agencies such as the Digital Government Development Agency and the Ministry of Digital Economy and Society (MDES) have since developed shared AI and API platforms to support government operations, integrate data across ministries and local administrative organizations, and reduce fragmented digital development. However, challenges remain, including digital inequality, shortages of AI-literate personnel, data privacy concerns, and the need to build public trust in AI-driven policy decisions. These gaps often result in funding being directed toward narrow digital tools, such as e-filing systems or CCTV, rather than toward more sustainable and holistic digital development.

 

The Bangkok Metropolitan Administration illustrates how local governments can apply AI and digital platforms to improve public services. Its AI Traffic Control System, developed with private-sector partners, uses real-time image and data analytics to optimize traffic light timing and ease congestion in key urban areas. This case shows that AI can meaningfully enhance quality of life when supported by clear policies, integrated data systems, and digitally competent personnel.

 

To share experiences, extract lessons from Bangkok and international cases, and formulate policy recommendations for effective, transparent, and equitable digital government in the age of AI, the Institute of Democratization Studies (iDS), with support from KAS Thailand, is organizing the seminar “AI and the Future of Digital Government: Enhancing Public Service Standards Toward 2025” at Princess Lan Luang Hotel in Bangkok. Target participants include officials from ministries and agencies responsible for digital governance, public administration reform, finance, healthcare, education, and security, as well as local administrative organizations around Bangkok, alongside private-sector innovators, academics, and civil society actors.

 

The seminar aims to provide a platform for policymakers and experts to discuss Thailand’s digital governance challenges and develop actionable policy recommendations. It also seeks to strengthen multi-stakeholder collaboration among government institutions, academia, the private sector, and civil society in shaping Thailand’s AI and digital governance strategies.
