According to the environmentalists, the legislation has some gaps and ambiguities. Furthermore, the implementation of the National Plan for reducing environmentally harmful emissions is lagging behind the objectives. According to L&E, the most urgent need of action is in the fields of transportation, renewable energies, planning and construction as well as in a behavioural change in the population.
