A national public opinion survey on municipal performance and local administration models in Jordan

This report presents the results of a national public opinion survey carried out by Al Hayat Center – RASED and Konrad-Adenauer-Stiftung Jordan on the performance of municipalities and governorate councils in Jordan, and citizens' attitudes toward local administration models, in the context of a transitional phase currently being witnessed in the context of ongoing discussions on developing the Local Administration Law.

Overall, the survey results indicate a real opportunity to redesign Jordan's local administration model in a way that achieves a better balance between administrative efficiency and democratic representation, strengthens accountability and responsiveness tools, and is directly linked to improving citizens' experience with local services.

 

The survey covered multiple axes: quality of municipal services, complaint-handling mechanisms, field presence, administration models, governance and separation of powers, accountability, political participation, and evaluation of governorate councils' experience.
