Training on e-AdminCourt Proceedings for Relevant Officials in 14 Regional Administrative Court Offices across Thailand

Strengthening Knowledge and Understanding of the e-AdminCourt System among State Officials

The e-AdminCourt system was developed to make administrative justice simpler, faster, and more convenient. Serving as a supplementary channel to traditional filing, this digital platform covers every stage of the legal process from initial complaints to final case execution. To ensure personnel can effectively navigate this comprehensive system, this dedicated training programme has been organised.

Details

The Office of the Administrative Courts, with support from Konrad-Adenauer-Stiftung (KAS), is implementing a nationwide capacity-building initiative entitled “Strengthening Knowledge and Understanding of the e-AdminCourt System among State Officials: Training on e-AdminCourt Proceedings for Relevant Officials.” The project will be conducted through 14 regional Administrative Court offices across Thailand.

Since the launch of the e-AdminCourt System in 2019, the Office of the Administrative Courts has expanded digital services to facilitate case filing, payment of court fees, document submission and delivery, case tracking, and other administrative court services through electronic channels. Despite the increasing number of cases processed electronically, the proportion of cases submitted through the e-Litigation Portal remains relatively low compared to the total number of incoming cases. The Office therefore recognises the importance of continuously promoting awareness, knowledge, and practical skills related to the use of e-AdminCourt System among government agencies, litigants, and the public.

Through this project, participants will receive hands-on training using simulated case scenarios that mirror actual administrative court proceedings. The training covers the complete process of electronic litigation, including system registration, preparation and submission of case documents, filing answers and objections, supplementary submissions, and electronic mediation procedures.

The initiative aims to enhance knowledge and understanding of administrative justice delivery through electronic means, strengthen practical skills in using the e-Litigation Portal, and provide a platform for participants to exchange knowledge and experiences related to electronic administrative court proceedings.

The target groups include state officials responsible for administrative litigation, civil servants, employees of local administrative organisations, teachers and educational personnel, as well as members of the public within the jurisdiction of each regional Administrative Court.
