Training on e-AdminCourt Proceedings for Relevant Officials (Administrative Justice Institute)

Equipping with the skills to navigate the e-Litigation Portal and enhancing Thailand's judicial efficiency and public accessibility

The e-AdminCourt system was developed to make administrative justice simpler, faster, and more convenient. Serving as a supplementary channel to traditional filing, this digital platform covers every stage of the legal process from initial complaints to final case execution. To ensure personnel can effectively navigate this comprehensive system, this dedicated training programme has been organised.

The 20-Year Administrative Court Master Plan (2018–2037) sets out a target for the Administrative Court by 2027 to become a fully Electronic Administrative Court (e-AdminCourt), with the aim of enhancing administrative justice to be more modern, efficient, accessible, and user-friendly.

In this regard, the Office of the Administrative Court, together with the Department of Local Administration, Bangkok Metropolitan Administration, the Provincial Administrative Organization Association of Thailand, the National Municipal Association of Thailand, and the Subdistrict Administrative Organization Association of Thailand, has entered into an Academic Cooperation Memorandum of Understanding. This initiative seeks to strengthen knowledge and understanding of the laws and regulations governing e-AdminCourt proceedings, as well as key principles and practical approaches to system usage. It also aims to support access to the e-AdminCourt system in cases where partner agencies are involved as litigants.

As an initial step, a training programme was conducted for legal officers and practitioners from local administrative organisations within the jurisdiction of the Central Administrative Court, covering Nakhon Pathom, Nonthaburi, Pathum Thani, Samut Prakan, Samut Sakhon, Nakhon Nayok, and Saraburi provinces. Held on Thursday, 19 February 2026, this initial phase engaged 16 agencies out of a total of 470.

To further expand and strengthen this cooperation, the Office of the Administrative Court, with the support of Konrad-Adenauer-Stiftung (KAS) Thailand, has launched the programme titled “Training on e-AdminCourt Proceedings for Relevant Government Officials,” organised by the Administrative Justice Institute on 27 April 2026.

The programme represents a significant step towards the modernisation of the Thai legal landscape. It is designed to equip officials with the necessary tools and knowledge to successfully navigate the judiciary's transition to digital platforms.

The curriculum begins by establishing a theoretical foundation, covering introductory knowledge of the Administrative Court and standard administrative proceedings. It also emphasises the practical benefits of electronic administrative justice, highlighting how a digital approach improves efficiency and accessibility for plaintiffs, defendants, the court, and the general public. Participants will also be guided through the precise criteria, methods, and step-by-step procedures required to manage administrative cases effectively within a fully electronic environment.

Moving from theory to practice, the latter part of the training focuses on the e-Litigation Portal through interactive sessions, allowing participants to exchange experiences and insights on the entire litigation process, from the initial filing to the final execution. Key areas of focus include the registration process, filing petitions, submitting requests and evidence, and the electronic payment of court fees.
