Parliamentary Action on Loss and Damage - Perspectives from the Global South
At the panel "Parliamentary Action on Loss and Damage - Perspectives from the Global South", the partners “Instituto Clima de Eleição” and “Instituto Alziras”, along with the “Frente Parlamentar Ambientalista (Environmentalist Parliamentary Front)” and the “Instituto Clima e Sociedade (Institue for Climate and Society)”, promoted a dialogue between Brazilian parliamentarians, some of them participants of the networks built in partnership with KAS Brazil, at the Brazil Climate Action Hub.
The objective was to discuss the perspectives of the legislative power on the loss and damage agenda, caused by the increased vulnerability of countries from the global south to extreme climate events - the main agenda of the negotiations this year. With leaders from city and federal level parliaments, the dialogue addressed the challenges and opportunities for legislators to respond to the current lack of policies to address extreme weather events with quick and fair responses.
New government: Brazil back in the climate game
Some partners were also present in the panel "New government: Brazil back in the climate game" one of the most disputed by the audience present in Sharm El-Sheik due to the presence of members of the transition team of the new Brazilian government, such as Izabella Teixeira, Former Minister of Environment, Marina Silva, Federal Deputy and Former Minister of Environment, and Senator Randolfe Rodrigues. Representatives of the Brazilian civil society presented proposals for actions to be taken by the federal government in 2023 for Brazil to rebuild its climate policy. Some of them were the representative of the Talanoa Institute, Natalie Unterstell, who presented the document "Reconstruction: 401 acts of the Federal Executive Power (2019-2022)", fruit of the monitoring of climate and environmental policies conducted by the institute and supported by KAS Brazil, and Marina Ferro, from Ethos Institute, who presented the documents "Guidelines for Climate Action and Ambition", product fruit of the IV Brazilian Conference on Climate Change supported by KAS Brazil, and the "Carta de Alter (Letter from Alter)", a collective positioning of several civil society organizations on the sustainable development of the Amazon produced during the Sustainable Amazon Forum, also promoted by KAS Brazil. At the end of the presentations, the members of the new government's transition group reacted positively to the presented proposals.
Brazil, green power: resuming leadership in environmental and climate governance
The "Transparência Internacional (Transparency International)" was also present and worked on promoting discussions about the need for an integrated fight against corruption and climate change. The Brazilian Center for International Relations (CEBRI) organized the panel "Brazil, green power: resuming leadership in environmental and climate governance" in the Brazil Climate Hub. In this panel, the former Minister of the Environment and CEBRI's Counselor Emeritus, Izabella Teixeira, highlighted that Brazil meets the ideal conditions to lead an environmental diplomacy that establishes a more inclusive, democratic and sustainable development-oriented international order. Next, Brazil's Ambassador to Egypt and CEBRI's International Advisory Councilor, Antonio Patriota, stressed the importance of a fair energy transition.
The valuation of Brazil's environmental capital in the form of ecosystem services is considered a springboard for the economy with social inclusion and environmental protection. It was possible to perceive, in all panels, the size of the challenges, but also the potentials and optimism in relation to the Brazil for the coming years on the climate issue. The activities of KAS partners at COP27 underlined their commitment to building a more sustainable world through dialogue and international cooperation.
