On 27 October, COPA presented its work under the theme “Generative AI for Local Government Empowerment, Local Administrations’ Efficiency Enhancement, and Modern Public Services Development.” The presentation showcased the development of digital systems for Sila Municipality and provided a platform for local administrators, public officials, academics, and cooperation partners to exchange knowledge and experiences.
Two key prototype systems were presented:
🔹 An alert system for the expiry of sanitation permits and licences for businesses classified as hazardous to health
🔹 A dormitory registration database system
These two systems demonstrate that improving public services does not always require complex technology or substantial financial investment. Progress can begin with systematic data management, a clear understanding of users’ needs, and the development of tools suited to the operational context of each organisation.
Discussions during the event also highlighted that the successful adoption of AI and digital technologies by local administrative organisations depends on more than the tools themselves. Key factors include staff readiness, digital infrastructure, secure data management, and regulatory frameworks that facilitate the effective use of technology.
Looking ahead, proposed areas for further development include linking databases with electronic payment systems, enabling two-way communication between municipalities and citizens, integrating data across agencies, and applying Geographic Information Systems (GIS). Participants also highlighted the importance of promoting government Open Data to enhance transparency and encourage public participation, while ensuring the protection of personal data.
