Watchdog Asia is an Asian association of senior editors and journalists to support, promote, and actively produce investigative journalism. It aims at strengthening independent cross-border, investigative, and data-driven journalism in Asia. It also provides resources and networking opportunities to investigative journalists in Asia and a platform to cooperate with other investigative journalism networks globally.

Libya, Towards a War of Attrition
Four months after Khalifa Haftar and his Libyan National Army (LNA) began the offensive on Tripoli to seize control of the capital from the UN-backed Government of National Accord (GNA), Western Libya is caught in a war of attrition. The conflict has become bogged down in a stalemate on the capital's outskirts. The involvment of external forces has further fueled the conflict. Whilst the United Arab Emirates, Saudi Arabia and Egypt, have supported the LNA's military activities, Turkey, and Qatar have supported the GNA and helped the UN-backed government resist Haftar's territorial offensives. With France supportive of the LNA and Italy siding with the GNA, there has been no common EU position. UN-backed plans for elections to install a new government overseeing all of Libya have so far failed, and it remains unclear whether any of the country's well-armed factions would respect any results. According to the WHO the new conflict has left 1,093 people dead and 120,000 displaced and provoked sharp rifts within and among communities in western Libya, and deepened the divide between the eastern and western parts of the country. What are the prospects for Libya's conflict? What is the potential impact of a Libyan war of attrition on Europe? What is the role of the EU and its member states in potentially ending the conflict?

Aware that common regional and international efforts are needed to support sustainable livelihoods and future resource security in the MENA region, the Regional Program Energy Security and Climate Change Middle East and North Africa (REMENA) and the Multinational Development Policy Dialogue (MNED) of Konrad-Adenauer Stiftung (KAS) organize jointly an “EU-MENA Young Leaders Academy on Sustainability and Resource Security”, from September 23 to 27, 2019 in Brussels, Belgium.

Democracy under pressure: Voices from Cambodia and Venezuela
How can the European Union support democratic change?
The European Union (EU) supports democratisation and fundamental freedoms in partner countries worldwide. Through political dialogue, the mainstreaming of democratic principles and specific development programmes, the EU seeks to support reform processes and democratic institution building in order to encourage political pluralism. Yet in many countries, the EU is confronted with a lack of democratic accountability and political checks and balances, a steady weakening of democratic institutions by ruling governments and a resulting decline in political rights for all. While Cambodia is experiencing an ongoing erosion of democratic foundations and high levels of corruption, Venezuela is amid a multidimensional crisis of ongoing human rights violations, the erosion of the rule of law and the dismantlement of democratic institutions. By providing first hand insights from these two countries, this closed-door debate will discuss opportunities for democratic developments in Cambodia and Venezuela and analyse how EU efforts can better support democratic change in a country-specific context.

"Circular Plastics Economy – Best Practice Options for a Global Challenge"
Exchange opportunities for experts of municipal and national administration from Asia and Latin America
The Dialogue Program aims to invite six administrative experts from Asia (India, Indonesia, Vietnam) and Latin America (Chile) who are, in particular, dealing with the challenges of introducing a Circular Economy as well as the avoidance, usage, reusability, recycling and deposition of plastics. In Brussels, these experts are supposed to engage with the successful ‘European Circular Economy Action Plan’ and the ‘European Strategy for Plastics in a Circular Economy’. The program aims to introduce the experts to relevant contacts in the European institutions as well as the Civil Society to exchange best-practices. As such, the program wants to offer insights into the implementation of a Circular Economy and its related industries such as the synthetics and waste sector.

Stabilising the war economy of Libya
Policy recommendations for EU action
Finding sustainable solutions to stabilise the war economy of Libya requires a holistic approach. Key economic issues are linked to political processes and the highly complex security architecture in the country. The United Nations Support Mission in Libya (UNSMIL) has increased its efforts to support economic reforms. In its policy recommendations for the European Union, a KAS task force similarly called for a broader and more coherent EU-approach in Libya. This briefing seeks to debate policy recommendations for the European Union to support Libya in stabilising its economy.

A year following the establishment of the European Battery Alliance, this seminar will take stock of progress achieved in boosting Europe’s battery manufacturing base. The panelists will present on the state of the art battery technologies and their applications, share innovative initiatives and best practices, and discuss the legislative and financial needs for battery sustainability across the entire value chain: from raw material extraction, to battery manufacturing, vehicle-to-grid applications, second-life batteries, and recycling.

Strengthening Multilateralism – Challenges and Strategies
Opening of the KAS Multilateral Dialogue office in Geneva
For decades, the rules-based international order has provided a strong basis for prosperity and global conflict resolution. It also helped to shape widely accepted norms and increased living standards across economies, countries and peoples. While the UN’s Agenda 2030 and the Paris Climate Agreement continue the trend towards a joint global agenda, unilateral action, protectionism and populistic movements undermining the political consensus on global burden sharing are on the rise. It was thus very timely for Germany’s chancellor Angela Merkel to stress at the World Economic Forum in Davos that the spirit of multilateralism which rebuilt Europe and formed the international institutions in the aftermath of the Second World War is under serious threat. Germany is deeply rooted in the rules-based international order and has an interest in fostering multilateralism and strengthening multilateral institutions. Moreover, challenges in an interconnected world have grown more complex and demand new approaches on sustaining peace and stability, sustainable development and economic growth. The imperative of the universal protection of human rights puts another important layer of responsibility on the international community. In this context, the Konrad-Adenauer-Stiftung (KAS) will organize a discussion event on “Strengthening Multilateralism – Challenges and Strategies” to foster the exchange on the global agenda between representatives from multilateral institutions, civil society and think tanks in order to develop new avenues of cooperation and strategies for common action. The keynote speech will be held by Hermann Gröhe, Deputy Chairman of CDU/CSU-Parliamentary Group, Deputy Chairman of KAS, and former Federal Minister. The event will also celebrate the opening of the KAS Multilateral Dialogue office in Geneva and mark the beginning of KAS activities at the center of multilateral diplomacy and global policy.

STUDY AND DIALOGUE PROGRAM FOR EXPERTS FROM THE MENA REGION
Within the framework of the proposed dialogue program, experts from both, private and public sector, science and civil society from the MENA region will learn about current developments and perspectives in the field of Sustainable Finance in Germany and at European level. The main objective is to discuss the political framework for Sustainable Finance and to highlight how appropriate investments in the countries of the region can be facilitated. In addition, possible cooperation opportunities between the participants and German/European stakeholders will be identified.
