The foreign and fiscal policy direction of Bulgaria’s new government has caused irritation during its first 100 days in office

The first 100 days of the Bulgarian government under Prime Minister Rumen Radev have attracted considerable attention both domestically and internationally. Formed after the electoral victory of the Progressive Bulgaria (PB) party, the government has come under criticism for its contradictory policies and, at times, pro-Russian orientation. Radev rejected Bulgaria’s participation in the “Coalition of the Willing” supporting Ukraine, threatened to veto discussions on an EU sanctions package due to the proposed sanctions against Kremlin-linked individuals, and caused confusion through unclear positions at a summit in Kyiv. At the same time, however, the Bulgarian Parliament approved the temporary deployment of U.S. aerial refueling aircraft in Bulgaria, prompting critical reactions from Iran. Domestically, the government is facing strong pressure because of a budget deficit of 5.7%. Credit rating agencies and the opposition have warned about the lack of reforms and the growing burden of public debt.

100 days of Laura Fernández’s government

‘Continuity of change’ or a test of resilience for the rule of law?

On 15 August 2026, Laura Fernández’s government will have been in office for 100 days. In terms of policy, programme and communication, it is largely continuing the populist course set under Rodrigo Chaves. With its absolute majority in parliament, it has significantly greater scope for action than the previous government. At the same time, tensions between the executive, the judiciary and independent oversight bodies have intensified. Conflicts over the appointment of members to the Constitutional Chamber, attacks on court rulings, and proposed reforms in the areas of security and the judiciary are fuelling fears that the checks and balances of the rule of law may be undermined. Whether the government can implement its reform agenda without damaging the institutional foundations of Costa Rican democracy is one of the key questions of its term in office.

Constitutionalism, Development & Africa’s Future

The Konrad-Adenauer-Stiftung Namibia–Angola Office is pleased to present Constitutionalism, Sustainable Economic Development, and the African Continental Free Trade Area – Prospects and Challenges for Africa in the 21st Century, a compilation of curated papers emerging from the 2022 Annual Conference of the African Network of Constitutional Lawyers (ANCL), held in Windhoek from 22–24 August 2022. The publication examines the relationship between constitutionalism, sustainable economic development and the African Continental Free Trade Area (AfCFTA). Bringing together contributions from scholars, legal practitioners and experts, the book explores how constitutional principles such as accountability, transparency, human rights and the rule of law can support sustainable and inclusive economic development across the continent. The publication also considers the role of Agenda 2063 and the AfCFTA in shaping Africa’s economic future. Its chapters address a broad range of issues, including financial stability, climate and energy legislation, socioeconomic rights, poverty and inequality, investment, electoral processes, land and housing rights, infrastructure integration, democracy and governance. The book is intended not only as an academic contribution, but also as a call for meaningful dialogue and practical action among policymakers, legal practitioners, academics, economists and citizens on how constitutionalism can contribute to Africa’s economic transformation and sustainable development. The publication was supported by the Konrad-Adenauer-Stiftung Namibia–Angola Office as part of its commitment to pluralistic democracy, the rule of law and social market economy principles. Arab Public Opinion amidst the Iran War

Findings from the Konrad-Adenauer-Stiftung (KAS)’s 2026 MENA Survey

A decade and a half after the 2011 Arab Spring, conditions across the region have changed drastically. The promises of positive change for ordinary citizens in the early 2010s have largely receded into systems that, for the most part, resemble the political systems that existed before the uprisings. Yet, much has also changed: the horrific attacks by the terrorist organization Hamas against Israel on October 7, 2023 and the Israeli military campaign that followed have had vast spillover effects. Regional escalations in recent years culminated in the joint U.S. and Israeli war on Iran, which began on February 28, 2026 and has since impacted nearly all countries in the Middle East. Amidst the Iran war, KAS cooperated with Arab Research and Analytics Associates to carry out nationally representative public opinion surveys across seven societies in the Middle East and North Africa (MENA): Egypt, Jordan, Lebanon, Morocco, the Palestinian Territories, Syria, and Tunisia. The results reveal that a combination of frustration, pragmatism, and selective optimism defines public opinion across MENA. This outcome may be surprising, particularly given the challenges brought about by the Iran war. The survey findings imply that this conflict has cast a long shadow over both domestic and international responses, reinforcing attention to security, national resilience, regional alignments, and the risks associated with appearing out of step with national interests during a moment of crisis.
