La mañana del 4 de marzo de 2022, especialistas y académicos que conforman la Red de Política de Seguridad entre el Perú y sus países vecinos se reunieron, de manera virtual, con la finalidad de analizar la crisis entre Rusia y Ucrania, las posibles consecuencias, así como la perspectiva de los gobiernos de Brasil, Chile, Colombia, Ecuador y Perú. En esta ocasión, la reunión contó con la participación del doctor Detlef Nolte, investigador asociado del GIGA (German Institute of Global and Area Studies), quien brindó un análisis de la crisis desde la perspectiva europea.

BEACONS OF JUDICIARY TRANSFORMATION

This book contains over 60 speeches, seven judicial opinions, and three academic articles of Chief Justice Willy Mutunga written during his tenure as Chief Justice and President of the Supreme Court of Kenya from 2011 to 2016. Edited by Prof. Sylvia Kangara, Duncan Okello and Kwamchetsi Makokha, the book is a tour de force of Chief Justice Willy Mutunga’s remarkable career as the first Chief Justice under the 2010 Constitution and his efforts to transform the Judiciary, but also his role as an unrivalled leader of civil society movements in Kenya, thinker, academic, reformist and much more. The speeches, judicial opinions and academic articles are divided along the themes that resonate across Chief Justice Mutunga’s career: People, Participation and the Law; Gender Justice; the Legal Profession; Dialogue with Judges, Magistrates, Kadhis and Staff; Judicial Accountability; Jurisprudence; Elections; Expanding the Footprint of Justice; Inter-Governmental Relations; the Elite and the Academy; Nationhood; Youth Culture and the Arts; International Judicial Diplomacy; and of course Beacons for the Future. It is those Beacons for the future from which the title of this book is derived. This book therefore reflects Chief Justice Willy Mutunga’s commitment to what he calls the beacons of the 2010 Constitution. His own tenure as Chief Justice exemplified those beacons of alternative political leadership including incorruptibility, integrity, equitable distribution of resources among all people in the county, particularly minorities, and promotion of the sovereignty of the people through deep and committed public participation. Anyone who wants to understand why Kenya’s 2010 Constitution was so overwhelmingly ratified by the people of Kenya, how to interpret and understand it as well as what it means across a whole range of domains will find this book absolutely indispensable.

Der Russische Angriffskrieg gegen die Ukraine – Reaktionen auf dem Westbalkan

Der russische Angriff auf die Ukraine am 24. Februar 2022 hat in Europa, dem breiteren Westen aber auch weltweit für starke Reaktionen gesorgt – gerade letzteres zeigte sich in einer Resolution der Vollversammlung der Vereinten Nationen vom 2. März, als diese das russische Vorgehen mit einer überwältigenden Mehrheit von 141 gegen 5 bei 35 Enthaltungen verurteilte. Alle Länder des Westbalkan stimmten in New York für die Resolution – jedoch unterhält die Region komplizierte historische, politische, wirtschaftliche und gesellschaftliche Beziehun-gen zu Russland, aber auch zur Ukraine. Wie also haben die Menschen und politischen Institutionen der Region das Handeln Russlands aufgefasst? Welche Narrative herrschen vor? Und was ist für die Zukunft zu erwarten? Die Auslandsmitarbeiter der Konrad-Adenauer-Stiftung in Belgrad, Sarajevo, Tirana, Skopje und Zagreb berichten.

Eine Mitgliedschaft Schwedens und Finnlands in der NATO ist wahrscheinlicher geworden

Die Auswirkungen auf die Sicherheitspolitik der Nordischen Länder haben seit dem Beginn des russischen Angriffskriegs auf die Ukraine am 24. Februar zu einer Aufgabe jahrzehntelanger Gewissheiten geführt. Die Zustimmung in der Bevölkerung Schwedens und Finnlands zu einem NATO-Beitritt ist seitdem exponentiell gestiegen. In Finnland waren nach Angaben von YLE in der letzten Woche bereits 53% dafür (gegenüber 19% noch 2017), 28% dagegen. In Schweden veröffentlichte Aftonbladet am 4. März eine Umfrage, nach der es in Schweden mit 51% (gegenüber stabilen 30% in den Jahren zuvor) ebenfalls eine Mehrheit für den Beitritt gibt, 27% sind dagegen. Dies ist ein klarer Meinungsumschwung in der Bevölkerung und auch ein Ausdruck dessen, dass Russland zunehmend als Bedrohung gesehen wird. Die neue Dimension der Stimmung pro NATO in der Bevölkerung hat mit atemberaubender Geschwindigkeit auch die Debatten um eine Abkehr von der Allianzfreiheit in den Parlamenten beider Länder vorangetrieben. Bislang sind die jeweils regierenden Sozialdemokraten noch mehrheitlich gegen eine Mitgliedschaft. Aber auch das kann sich in den nächsten Tagen ändern – insbesondere in Finnland. Der Druck wächst. 75-80% der Bevölkerung in Schweden und Finnland geben an, dass sie Angst vor Russland als Großmacht haben (gegenüber 38% in Schweden 2019). Offensichtlich ist bereits jetzt, dass sich die Beziehungen zu Russland im Norden Europas nachhaltig verändern werden.

KAS African Law Study Library is a journal which publishes articles written by young scholars from the African continent. The journal deals with practical aspects important for the development of the Rule of Law in an African context. The articles are the result of seminars and conferences organized by the Konrad-Adenauer-Stiftung’s Rule of Law Program for Sub-Saharan Africa in collaboration with Prof. Dr. Hartmut Hamann and African partner universities. KAS African Law Study Library thus creates a discussion forum for all lawyers interested in Africa and the diverse facets of Rule of Law in interaction with different historical, cultural, economic and political backgrounds. The journal addresses readers from all continents. Starting from Africa, it also wants to give thought-provoking impulse outside of Africa. KAS African Law Study Library is published quarterly and welcomes contributions in English and French.
