Learning from Experiences in the Global South

Covid-19 has had significant and varied impacts on countries in the global South, and the responses of these countries to this pandemic have been similarly varied. This brief explores a wide range of Covid-19 power-sector responses from developing countries in Latin America and Asia, especially examples with a direct link to renewable energy (RE). It includes new and repurposed responses (including policies, programmes, projects, initiatives, and funds) implemented by a wide range of agents (including governments, the private sector, civil society, donors, and others). However, it has a particular focus on the role that governments played in directly or indirectly enabling and implementing responses.

Drei Volksentscheide in der Schweiz mit zwei knappen Resultaten

Am 7. März war das Schweizer Stimmvolk zur Abstimmung über drei Vorlagen aufgerufen: Über ein Verhüllungsverbot in der Öffentlichkeit, über die Einführung elektronischer Identifikationsdienste ("E-ID") und ein Freihandelsabkommen mit Indonesien. Die beiden ersten Initiativen erhielten ein knappes "Ja" der Schweizer während die "E-ID" klar abgelehnt wurde.

Jordanien als Partner deutscher Nahostpolitik

Die neue diplomatische Dynamik im Nahen Osten sollte Deutschland gemeinsam mit Jordanien nutzen. Für eine Verstetigung der Partnerschaft bedarf es jedoch demokratischer Fortschritte im Haschemitischen Königreich.


Jordanien kommt als traditionellem Verbündeten des Westens und einem der stabilsten Länder der Region eine Schlüsselrolle im Nahen Osten zu. Deutschland sollte außenpolitisch eng mit Jordanien zusammenarbeiten und damit die Bemühungen um regionalen Dialog unterstützen, die mit der neuen US-Administration wieder an Fahrt gewinnen. Gleichzeitig sollte die jordanische Führung hinsichtlich ihrer demokratischen Reformbemühungen ermutigt und beim Wort genommen werden. Nur wenn diese auch ernsthaft umgesetzt werden, kann sich Jordanien zu einem langfristigen Wertepartner der deutschen Außenpolitik entwickeln. Letztlich braucht auch die deutsche Entwicklungszusammenarbeit, deren Mittel für Jordanien in den letzten Jahren stark erhöht wurden, rechtsstaatliche und partizipative Strukturen vor Ort, um nachhaltig wirken zu können.

Vor allem dank der Führungsstärke von Präsident Luis Lacalle Pou kann Uruguays Regierung ein Jahr nach Amtsantritt eine positive Bilanz ziehen. Neben erfolgreichem Krisenmanagement und einem der Pandemie-Lage angemessenen Pragmatismus kann die Koalition in den Bereichen Sicherheit, Infrastruktur und Wiederankurbelung der Wirtschaft punkten. Herausforderungen bleiben die Außenpolitik und soziale Themen.

In El Salvador, Honduras und Guatemala siegt die politische Elite über den Rechtsstaat

In El Salvador haben die Wahlen dem Präsidenten, dessen einziges politisches Programm er selbst ist, eine überwältigende parlamentarische Mehrheit verschafft. In Honduras sorgt kurz vor den Vorwahlen das Fehlen einer seit Jahren versprochenen neuen Wahlgesetzgebung für Demokratiemüdigkeit. Und in Guatemala lassen sich die Reichen und Mächtigen trotz Protesten nicht davon abbringen, sich der Judikative zu bemächtigen.

This ADLA video series is a project that seeks answers on the question “Why democracy matters?” To start this series, we have Mr. Samoeun Taing, who is a fellow of the Konrad Adenauer School for Young Politicians (KASYP) batch 07, the alumni representative of the KASYP Cambodia National Alumni Chapter, and a member of the Cambodian People’s Party.
