Regional Integration in Southern Africa can be thought of as a train journey; post independence African countries enthusiastically embarked on this journey with the aim of achieving many milestones on the way to the final destination of continental integration. However this journey has proved to be complex and difficult for many African countries and for many of the regional economic communities. Many deadlines have not been met; for example the member states of the Southern African Development Community (SADC) agreed to establish a customs union by 2010. This was not achieved and these member states are still consolidating the SADC Free Trade Area. This testifies to the challenges of integrating unequal partners on Africa's integration journey.

Namibia's Foreign Relations

Historic contexts, current dimensions, and perspectives for the 21st Century

Namibia is neither geographically nor politically an island or otherwise isolated, but rather an integral part of the southern African region, an active member of the African Union, and a sovereign member state within the international community. Namibia has always been embedded in social, historic, economic and political relations and interactions with its neighbours in the region and beyond. Due to the small size of its population and its economy, Namibia has always depended on its vital bonds with other countries in the region, but also in the global community. Namibia’s foreign relations and their prudent formulation and management determine the sustainability of the country and the economic perspectives of its people. Foreign affairs have an impact on every person’s life.

SADC Law Journal

Volume Four, Number 1, 2014/15

The year 2015 marks another proud moment in the life of the SADC Law Journal as another edition comes off the production line. This is a positive development as the evolution of the journal continues to find and cement its place in the readership of the SADC-Region and beyond. The contribution of the journal to the knowledge and accessibility of information, on and about, legal developments and jurisprudence in SADC is highly appreciated by those who come across this important publication. This appreciation extends to those in academia, lawyers, policy makers, students as well as the ordinary men and women on the streets in the cities across the region and beyond.

Greece and North Macedonia on the way towards normalisation

It has been three years since North Macedonia and Greece signed the so-called Prespa agreement which put an end to the name dispute that had been going on since North Macedonia gained independence. Based on the agreement, the Former Yugoslav Republic of Macedonia was renamed North Macedonia. For the latter, the most important result was that Greece dropped its resistance against the country's accession to NATO and the EU. However, while North Macedonia became a NATO member about one year later, Macedonians are still waiting for progress with regard to EU accession. Nevertheless, the Prespa agreement can serve as a good example of how to find a way to balance bilateral conflicts in a region of countries that are new to statehood or have regained independence after a long period of time, where history and identity policy can still determine the politics of the day. Three years after the agreement was signed, the KAS Offices in both countries carried out a survey to find out what the citizens think about it. In the country report at hand, the directors of both offices describe the results from the viewpoint of their country of deployment.

Moldau wählt den Weg der Reformen

Historischer Sieg pro-europäischer Kräfte

In der Republik Moldau ist es am 11. Juli bei den von der reformorientierten Präsidentin Maia Sandu herbeigeführten vorgezogenen Neuwahl für das Parlament zu einem Erdrutschsieg der – von ihr gegründeten und ihr nahestehenden - Partei Aktion und Solidarität (PAS) gekommen. Nach Auszählung der im Inland abgegebenen Stimmen liegt PAS bereits bei knapp 53 Prozent. Dem dürften im Parlament 63 der 101 Mandate entsprechen. Die moldauische Diaspora, deren Anteil bei etwa 14 Prozent der Stimmen lag, stimmte mit 86 Prozent für PAS. Aber auch die im Lande selbst angegebenen Stimmen hätten PAS eine absolute Mehrheit der Mandate verschafft. Das für eine engere Anlehnung an Moskau stehende Bündnis der Kommunisten und Sozialisten unter Federführung der ehemaligen Präsidenten Igor Dodon und Vladimir Voronin – ersterer hatte bereits im November letzten Jahres die Wahl für das Amt des Staatsoberhauptes gegen Sandu verloren – konnte nur 27 Prozent erreichen, während die sog. Shor-Partei des ins Ausland geflüchteten, für seine Beteiligung am sog. Milliardenraub mehrerer moldauischer Banken 2013-2014 gesuchten „Geschäftsmannes“ Ilan Shor mit knapp über fünf Prozent der Stimmen ebenfalls ins Parlament einzieht.

Südafrika: Ex-Präsident Zuma in Beugehaft

Am 7. Juli hat der ehemalige Präsident Jacob Zuma (African National Congress, ANC) eine 15-monatige Beugehaft angetreten. Grund für die Haft ist nicht die Verurteilung für die Vielzahl von Korruptions- und Veruntreuungsskandalen in Milliardenhöhe, in die Zuma verwickelt ist, sondern seine Missachtung des Verfassungsgerichts und der untergeordneten Untersuchungskommission zu „State Capture“. In chaotisch verlaufenen Tagen zuvor versuchte Zuma vergeblich, sich mit Hilfe von orchestrierten Demonstrationen oder juristischer Hilfsmittel der angeordneten Haft zu entziehen. Einerseits wird Zumas Haftantritt in den Medien als Sieg des Rechtsstaats gefeiert, andererseits bestehen weiterhin Zweifel, ob Zuma die Haft in Gänze absitzen und für seine dunklen Machenschaften zu Zeiten seiner Präsidentschaft überhaupt zur Rechenschaft gezogen werden wird. Ein Ende von Korruption und Vetternwirtschaft im ANC ist nicht in Sicht.
