Romania's judiciary before the ECJ

An investigation into the so-called “judicial laws”, the legality of the Cooperation and Verification Mechanism (CVM), and rulings of the Romanian Constitutional Court

Since joining the European Union, Romania has been in the process of evolving towards harmonization with the fundamental principles for which the EU stands. The European Commission has been supporting this process through the Cooperation and Control Mechanism (CVM) from the moment of the accession in 2007. As part of the monitoring, which was originally planned to be short-term but now lasted for almost a decade and a half, the European Commission reports annually on the progress of the member states Bulgaria and Romania with regard to the situation of the rule of law: At the moment, several cases dealing with central aspects of the Romanian judicial system are pending before the Court of Justice of the European Union (ECJ). In addition to an assessment of the controversial judicial reforms in Romania in 2017-2019, the question of the extent to which the CVM recommendations of the EU Commission are binding is another subject of decisions to be expected shortly. The analysis of the cases pending before the Court of Justice in Luxembourg and the applications of the Advocate General already allows for a number of conclusions to be drawn.

Brasilien durchlebt aktuell die schlimmste Phase seit Beginn der Pandemie mit erschreckend hohen Todeszahlen und einer Vielzahl grassierender Virusmutanten, welche vermehrt zu Reinfektionen sowie schweren Verläufen führen. Als globales Epizentrum der Pandemie steht das Land international in der Kritik. Mit Marcelo Queiroga soll nun der mittlerweile vierte Gesundheitsminister der aktuellen brasilianischen Regierung die Probleme beheben und Schwung in die schleppende Impfkampagne bringen. Die teils gefeierte Rückkehr von Ex-Präsident Lula auf die politische Bühne lässt den Präsidentschaftswahlkampf Fahrt aufnehmen und setzt die Regierung Bolsonaro zusätzlich unter Druck, wird aber von vielen Brasilianern auch vehement abgelehnt.

Wahlen werden erneut rechts entschieden

Zum vierten Mal innerhalb von zwei Jahren werden die Israelis zu den Urnen gebeten. Einmal mehr bestätigt sich der Trend, dass in Israel weniger politische Programme als Gruppierungen um Führungsfiguren gewählt werden. Die Gretchenfrage in der israelischen politischen Landschaft lautet: „Wie hast Du’s mit Bibi?“ Mit Gideon Sa’ars Tikva Chadascha („Neue Hoffnung“) formiert sich eine neue Partei gegen Premierminister Benjamin Netanjahu (Likud), die die gleiche Klientel im rechten politischen Spektrum anspricht. Allerdings halten sich die Königsmacher rechts von Netanjahu viele Optionen offen. Die Vergangenheit hat gezeigt, dass es noch zu früh ist, den durch einen Korruptionsprozess angeschlagenen Premier abzuschreiben.

Konferenz zur Zukunft Europas - Ist die Europäische Union bereit für ein neues Kapitel?

Die Idee zur „Konferenz zur Zukunft Europas“ wurde bereits vor zwei Jahren geboren. Seitdem hat das Projekt die ersten Hürden genommen, wurde aber zuletzt durch die Pandemie und einen interinstitutionellen Zwist aufgehalten. Dieser Stillstand konnte nun überwunden werden, und die Konferenz nimmt konkrete Formen an. Dieser Klartext.Europa liefert einen Überblick über die bisherige Genese der Konferenz und fasst zusammen, wie die Konferenz aufgebaut sein wird, was sie auszeichnet und welche Möglichkeiten sie bietet. Der Startschuss für die Konferenz fällt am Europatag, dem 9. Mai 2021. Die Konrad-Adenauer-Stiftung wird die Konferenz aktiv begleiten.

Krim: Sieben Jahre nach der Annexion

Was hat sich auf der Halbinsel verändert?

Am 18. März 2021 jährt sich die völkerrechtswidrige Annexion der ukrainischen Halbinsel Krim durch Russland zum siebten Mal. An diesem Tag haben 2014 die sogenannten Vertreter der Krim und Sewastopols zusammen mit dem russischen Präsidenten Wladimir Putin in Moskau ein Dokument über den Beitritt der Krim zur Russischen Föderation unterzeichnet. Dieser Akt ist sowohl von der Ukraine als auch von der überwältigenden Mehrheit aller anderen Länder bis heute nicht anerkannt worden. Das Leben auf der Halbinsel hat sich seit 2014 stark verändert. Drei Bereiche, welche durch die Annexion besonders spürbar beeinflusst wurden, sollen exemplarisch beleuchtet werden: die immer kritischere Wasserversorgung, die zunehmende Militarisierung der Halbinsel und die anhaltenden Verstöße gegen die Menschenrechte.
