The second issue of the series Cadernos Adenauer 2020 focuses on the local elections in Brazil and the challenges they face this year. This publication consists of nine chapters that discuss some of the most important issues on the Brazilian political agenda related to the election year we are in. Topics such as the political situation at the municipal level, the principle of subsidiarity, changes in electoral legislation, campaign financing, the end of proportional coalitions, the importance of municipal elections in the political scenario in general, political renewal movements and possible scenarios for 2020 and the implications for 2022 are the topics covered in this issue.

The coronavirus crisis has accelerated the onset of an across-the-board, zero-sum confrontation between Washington and Beijing. This had already been preceded by the Trump administration’s trade war and open warnings surrounding Huawei’s 5G technology, the European Commission’s description of China as a “systemic rival promoting alternative models of governance”, criticism of the Chinese regime’s increasing control over Hong Kong and its treatment of the Uyghur population in Xinjiang, and regional pushback against the perceived excesses of the Belt and Road Initiative (BRI). Western countries’ hardening line toward China in recent months has left Beijing with likely the most unfavourable international environment it has faced since the Tiananmen incident of 1989.

Das Coronavirus ist inzwischen in fast allen Kommunen Mexikos angekommen und stellt den Gesundheitssektor und die Wirtschaft vor enorme Herausforderungen. Am 31. Mai endete der Gesundheitsnotstand, doch die „Neue Normalität“ beginnt mit großen Einschränkungen.

Namhafte US-amerikanische Think Tanks und Experten setzen sich intensiv mit den unterschiedlichen Aspekten und Herausforderungen dieser in ihrem Um-fang und ihrer Schnelligkeit beispiellosen Krise auseinander. Für einen Überblick über den aktuellen Stand der Diskussion stellt das KAS-Auslandsbüro USA mit Sitz in Washington D.C. wöchentlich eine Auswahl an Studien, Analysen und Kommentaren jeweils mit Links zu den Beiträgen zusammen.

Srengthening Local Health Governance

The idea to try out the Social Audit (SA) as tool to look at the state of local health sector governance was agreed among the participants in the training series workshops. This was justified as easier to test and conduct within the varying community set ups. Furthermore, in comparison to the other tools of social accountability, the CSOs agreed that SA was more effective and less technical, providing a more appropriate learning tool. While there would be mistakes in the first exercise(s), it was generally agreed that this step would lay the foundation for more engagements through SA by the local organizations. The process of generating evidence using SA was said to be less complicated yet convincing. Furthermore, the low-cost implication of conducting SA was said to be manageable compared to other tools.

Geteilter Staat - auch in der Corona-Krise

Wie geht Bosnien und Herzegowina mit der Corona-Krise um? Eine gemeinsame Bekämpfung von Covid-19 erfolgte nicht. Auch jetzt entscheidet jeder für sich - ein Gremium für das gesamte Land wurde nicht gebildet. Eine Abstimmung von Maßnahmen war nicht wahrnehmbar. Die Zahlen der Betroffenen blieben zum Glück gering. 152 Personen sind in Bosnien und Herzegowina an Covid-19 verstorben, fast 2.000 Personen sind genesen, die Zahl der Infizierten liegt unter 3.000. Die Zahlen der Neuinfizierten sind sehr gering.

Is globalization still the model for the United States?

In this election year in the United States one is reminded of President Trump’s iconic slogan of his 2016 election campaign, “Make America Great Again.” He promised he would bring well-paid manufacturing jobs back to the U.S., increase U.S. exports and reduce the American trade deficit. COVID-19 has confronted his efforts with the highest unemployment levels in America since the Great Depression in the 1930’s. This serious dilemma has renewed a sense of urgency to create more manufacturing jobs in America and to become less reliant on outside sources for critical goods.
