The aim of this report is to look closely at the activities of external actors in the Western Balkans and to describe their function and role, intentions and interests, and the resources at their disposal. It also considers local and regional perceptions and sensitivities and evaluates the involvement of these external actors from a European and German perspective. This report forms part of our wide range of activities and projects that aim the integration of the Western Balkan states into the European Union and promote dialogue on foreign and security policy issues in Germany.

Der Integrationsprozess des Weltbalkans in die EU tritt auf der Stelle. Es liegt im deutschen Interesse, ihn wieder mit Leben zu füllen und den Staaten des Westbalkans eine glaubwürdige Perspektive aufzuzeigen, die auch den Bedürfnissen der EU gerecht wird. Dafür sollte Berlin die Formel „15+15“ nutzen: Sie unterstreicht, was in den vergangenen 15 Jahren erreicht wurde, und nennt zugleich einen Zeitraum von weiteren 15 Jahren, in denen der Integrationsprozess abgeschlossen sein soll. Welche Sofort- und Langzeitmaßnahmen das erfordert, zeigt diese Analyse.

Die darin geäußerten Positionen spiegeln ausschließlich die Meinung der Autoren wider.

Bausteine eines Package Deals zur Reform des Euroraums

Trotz aller unternommenen Reformen ist der Euroraum noch nicht hinreichend auf „stürmische“ Zeiten vorbereitet. Bei den Bemühungen um eine nachhaltige Reform wird die Kompromisssuche durch den fehlenden Konsens zwischen den Mitgliedstaaten erschwert. Der vorliegende Beitrag formuliert aus christdemokratischer Perspektive Elemente für eine umfassende Reform der Eurozone, basierend auf einem flexiblen Zwei-Stufen-Modell, mit dem die Wirtschafts- und Währungsunion bis zum Jahre 2025 zu einer demokratisch und institutionellgestärkten Wirtschafts- und Fiskalunion fortentwickelt werden könnte.
