KAS African Law Study Library

Volume 4 of 2021

KAS African Law Study Library is a journal which publishes articles written by young scholars from the African continent. The journal deals with practical aspects important for the development of the Rule of Law in an African context. The articles are the result of seminars and conferences organized by the Konrad-Adenauer-Stiftung’s Rule of Law Program for Sub-Saharan Africa in collaboration with Prof. Dr. Hartmut Hamann and African partner universities. KAS African Law Study Library thus creates a discussion forum for all lawyers interested in Africa and the diverse facets of Rule of Law in interaction with different historical, cultural, economic and political backgrounds. The journal addresses readers from all continents. Starting from Africa, it also wants to give thought-provoking impulse outside of Africa. KAS African Law Study Library is published quarterly and welcomes contributions in English and French. Am Abend des 3. März unterzeichneten die Staatspräsidentin, die Premierministerin und der Parlamentspräsident der Republik Moldau einen Antrag auf Beitritt zur Europäischen Union. Bedroht von der russischen Invasion in das Nachbarland Ukraine und angezogen von der wahrgenommenen Bereitschaft der EU, Beitrittsgesuche aus Osteuropa anzunehmen, erklärte die moldauische Staatspräsidentin Maia Sandu: „The time is now!“. How does the European Peace Facility function?

Administrative procedures and political stakes

After the first study on the new European Peace Facility (EPF) and the second on African reactions, the Konrad Adenauer Foundation's Security Policy Dialogue Program (SIPODI) and the Peace Research and Information Group (GRIP) of the Boutros Ghali Observatory for Peace (OBG) are officially launching a third study, this time with a no less relevant question: how does the European Peace Facility work - in practice? This study takes a look at the administrative procedures and political issues of the EPF. By changing the action of the EU, the EPF is probably not granted by a simple snap of the fingers to the applicant countries. The need for its implementation must also be relevant to the security and diplomatic needs identified by the EU member states. Indeed, the granting of the EFF is subject to a meticulous procedure ranging from the management of assistance measures to sanctions, including the conditions of assistance and subsequent controls. In order to generate fruitful exchanges and dialogues around this new product, experts, researchers, professionals from the world of international security and diplomacy as well as the interested public are crossing their glasses on this third study. The Regional Program Political Dialogue South Mediterranean of the Konrad-Adenauer-Stiftung (KAS PolDiMed) is pleased to publish its newest study “Assessing Healthcare Systems’ Resilience and Consequences amidst the COVID-19 Pandemic”. This study was conducted in collaboration with the Euro-Mediterranean Economists Association (EMEA) to evaluate the status of the healthcare systems in the South Mediterranean region with a focus on six countries: Algeria, Egypt, Jordan, Lebanon, Morocco, Palestine, and Tunisia.
