Regionalwahlen in Venezuela: ein Schritt auf dem Weg zu den Präsidentschaftswahlen 2024?

Vor den Regional- und Kommunalwahlen am 21. November

Am 21. November werden in Venezuela 23 Gouverneure der Bundesstaaten, 335 Bürgermeister, Landesparlamente und Stadträte gewählt. Rund 70.000 Kandidaten bewerben sich für 3.082 Mandate. Daher wird von „Mega-Wahlen“ gesprochen. Im Gegensatz dazu stehen allerdings die insgesamt eher unauffälligen Wahlkampfaktivitäten und die gedämpften Erwartungen an die Wahlbeteiligung und die Ergebnisse für die Opposition. Besonderheiten dieser Wahlen liegen darin, dass die Opposition sich nach ihrem Boykott der Parlamentswahlen im vergangenen Jahr zur Teilnahme entschieden hat und dass die EU zum ersten Mal seit 15 Jahren eine Wahlbeobachtungsmission nach Venezuela entsendet. Die Wahlen werden auch als ein Schritt auf dem Weg zu Präsidentschafts- und Parlamentswahlen im Jahr 2024 gesehen. Vor diesem Hintergrund erhält die EU-Wahlbeobachtungsmission zusätzliche Bedeutung, indem sie eine Bestandsaufnahme durchführt. Beobachter gehen davon aus, dass innerhalb der Opposition nach dem 21. November eine Erneuerung der Führungsfiguren anstehe. Darüber hinaus zeichnen sich unterschiedliche Meinungen zur Fortsetzung der Interimsregierung ab.

Raport oparty jest na wynikach badań zaprezentowanych w monografii naukowej ww. autorów o tym samym tytule. Wydanie pełnej monografii planowane jest na koniec 2021 roku we współpracy z Wydawnictwem Uniwersytetu Warszawskiego.
