Mit der Errichtung sogenannter Sonderzonen für Beschäftigung und wirtschaftliche Entwicklung (Zonas de Empleo y Desarrollo Económico, ZEDE) will die Regierung von Honduras Investitionen anlocken und die dahinsiechende Wirtschaft des Landes ankurbeln. Es steht aber auch der Verdacht im Raum, dass mit den ZEDE ein Staat im Staat geschaffen werden soll, der es korrupten Politikern und ihren "Partnern" erlaubt, einer Strafverfolgung zu entgehen, ohne dafür die Flucht ins Ausland antreten zu müssen. Die Gesetzgebung, die die Einrichtung der ZEDE ermöglicht, stammt zwar schon aus dem Jahr 2013. Aber in diesem Jahr hat sich Präsident Juan Orlando Hernández des Projekts noch einmal mit Elan angenommen. Das kann einerseits damit zu tun haben, dass Honduras durch die Corona-Pandemie wirtschaftlich besonders stark getroffen ist; andererseits aber auch damit, dass der Präsident kurz vor dem Ende seiner Amtszeit steht und sich einen Rückzugsraum schaffen will, falls die nationalen und internationalen Strafverfolgungsbehörden demnächst die seit Jahren gegen ihn erhobenen Vorwürfe der Unterstützung des internationalen Drogengeschäfts intensiver untersuchen oder gar erhärten sollten. Jedenfalls ist Orlandos Nationalpartei (Partido Nacional de Honduras, PNH) die einzige politische Kraft, die das Konzept der ZEDE noch unterstützt. Die politische und gesellschaftliche Opposition hingegen formiert sich, auch weil sie befürchtet, dass die ersehnte wirtschaftliche Entwicklung nur einigen wenigen, ohnehin bereits privilegierten Personen zu Gute kommt.

Developments in the Final Racing Rounds of the Political Circuit

According to the traditional Japanese calendar autumn has already arrived, but the unbearably hot summer still continues. We have felt the heat lingering on longer than before in recent years, most likely due to global warming. This tremendously hot summer will transform into a hot fall in the political arena, as Members of the House of Representatives, the lower chamber of the National Diet of Japan, are fast approaching the end of their term on October 21. In addition, Prime Minister (PM) Yoshihide Suga's term as the party leader (president) of the Liberal Democratic Party (LDP) will come to an end this month. At the same time, the COVID-19 pandemic and the Olympic and Paralympic Games have proved to be complex political issues for the government. Suga still battles to control COVID-19 but has successfully hosted the Olympic Games in which Japan did surprisingly well. (The Japan team had its highest ever haul: 27 Gold, 14 Silver, and 17 Bronze medals.) However, the PM is unlikely to earn any credit for this. It is still difficult to make any definite prediction regarding a general election even now at the beginning of September, with less than two months of the lawmakers‘ terms remaining. (Here the term "general election“ refers to the House of Representatives election). The LDP has decided to hold its leadership (presidential) election on September 29 , thus the general election will take place sometime after this, from October to November. In this paper I will discuss possible general election dates and explain why it is so difficult to predict a definite date.

Guidebook on Thailand’s Decentralization

The Parliamentary Committee on Decentralization, Local Administration, and Special Local Governments of the House of Representatives of Thailand with the support of the Konrad Adenauer Foundation Thailand Office publishes this guidebook aiming at supporting academic work on local administration and decentralization in Thailand as well as local participation and people’s voting rights. Focus in this publication is therefore dissemination of the knowledge about the concept, principles, and different steps of decentralization processes in order to encourage a constructive discussion on this topic in Thailand. The contents in the book will also become an academic reference for Thai officials at the national and local levels, members of the House of Representatives and Senate, as well as academics, students, and the general public interested in decentralization policies, good governance, and citizen participation in public policies.

Does No War Mean Peace? International Security Strategies in a New Geopolitical World Order

The publication of the book Policy Papers - International Security Conference follows the successful trajectory of the Forte de Copacabana International Security Conference. It is a bilingual edition, with contributions from experts or practitioners in the field of international security. The Policy Papers aim at identifying challenges and presenting policy recommendations for the future.
