Ausblick auf die Präsidentschaftswahlen in der Mongolei 2021

Die Mongolinnen und Mongolen sind aufgerufen, am 9. Juni ein neues Staatsoberhaupt zu wählen. Nach einem Eklat in der Vorauswahl sind mittlerweile nur noch drei Kandidaten im Rennen. Ein Sieg des ehemaligen Premierministers der regierenden Mongolischen Volkspartei (MVP) U. Khurelsukh gilt als wahrscheinlich. S. Erdene, der für die größte Oppositionspartei, die Demokratische Partei (DP) antritt, wurde bei seinen wenigen Auftritten von den eigenen Parteianhängern von der Bühne gebuht. Derweil werden dem politischen Underdog D. Enkhbat durchaus Außenseiterchancen eingeräumt. Doch eine Besonderheit des mongolischen Wahlsystems bietet darüber hinaus noch eine vierte Möglichkeit.

Vocabulaire moderne de la langue amazighe

Après avoir édité la première version de ce livre en 2013 rédigé par feu Mohamed Oudadess, poète et militant, et Lahcen Oulhaj, doyen et économiste confirmé, la fondation Konrad-Adenauer a sorti la seconde édition du Vocabulaire moderne de la langue amazighe. Un livre qui a été bien accueilli par la communauté imazighifone. Fruit donc d’un croisement disciplinaire, d’une passion partagée mais aussi d’une conviction que la langue est un principal vecteur de la culture. C’est dans cette optique que les rédacteurs de ce livre l’ont conçu, un outil de communication, pour permettre à l’amazigh, langue désormais consacrée constitutionnellement en tant que langue officielle, d’accéder à l’université.

ECJ ruling on Romania. Failed „Judicial Reform“ of the PSD led former Governments

European Court of Justice rules: there is a significant need to improve the Romanian judicial laws amended between 2017-2019 by governments of the PSD

On May 18, 2021, in a long-awaited judgment, the ECJ ruled on the legal nature of the Cooperation and Verification Mechanism (also referred to as the "Mechanism for the cooperation and verification of Romania's progress" - henceforth: CVM) and the EU Commission's progress reports, and their binding effect for the Romanian courts. In addition, the ECJ commented on various legal changes concerning the institutional design of the judiciary in Romania, introduced by the judicial reform in 2017-2019 and heavily criticized by the public. However, a clear distinction must be made here between the phase of PSD-led governments, during which these "reforms" were decided, and that of the governments led by the EPP member party PNL. The PNL has been in government since October 2019 and rejects the PSD "reforms", currently reversing them in the parliamentary process.

La presente publicación es un resumen de las principales conclusiones del tercer seminario "Acceso a la justicia y desigualdad” de la serie “Radiografía del acceso a la justicia en México”, que realizamos la Fundación Konrad Adenauer en México y el Departamento de Derecho del Tecnológico de Monterrey en la Ciudad de México, con el objetivo de enriquecer el debate actual, impulsar modificaciones a las políticas que se implementan en la materia y, sobre todo, trazar una ruta para materializar de una mejor manera el derecho de acceso a la justicia en México.

Libya's Constitutional Quagmire

While significant milestones have recently been reached in the Libyan political dialogue held under the United Nations’ auspices since November 2020, including the establishment of a new government of national unity, the holding of general elections set for December 2021 has now become the main focus of attention and a top priority of both the Libyan stakeholders and their international partners. However, persistent disagreement on the constitutional basis needed to hold these elections, and in particular on whether to rely on the draft constitution issued by Libya’s constituent assembly in 2017 or on an alternative document, may undermine the progress achieved so far and hamper the completion of the agreed roadmap. This paper will attempt to review the main obstacles that have prevented the adoption of a permanent constitution in Libya to date, and assess whether the various constitutional options currently under discussion could provide a relevant basis for Libya’s next elections.
