Parlamentswahlen in Georgien

Ganz große Zersplitterung blieb aus

Am 31. Oktober fanden Parlamentswahlen in Georgien statt. Nach den offiziell von der Wahlkommission vorgelegten Ergebnissen ging die seit 2012 regierende Partei „Georgian Dream“ als Sieger daraus hervor und würde im neuen Parlament über eine deutliche, absolute Mehrheit verfügen. Unbestrittener starker Mann der Partei ist der bekannte Oligarch Bidzina Ivanishvili. Die größte Oppositionspartei „United National Movement“, die ehemals von Mikheil Saakashvili gegründet wurde, hat im Vergleich zur vorherigen Wahl 2016 deutlich an Stimmen gewonnen und ist unangefochten stärkste Oppositionskraft. Aus aktuellen Gründen sei darauf hingewiesen, dass große Teile der Opposition das offizielle Wahlergebnis nicht anerkennen und das neue Parlament boykottieren wollen. Bereits am Abend des 31. Oktober, unmittelbar nach Schließung der Wahllokale, fand in Tbilisi vor dem Parlamentsgebäude eine Demonstration der Anhänger der Opposition statt. Sie warfen der Regierungspartei massive Wahlfälschungen vor. Diese wurden bisher allerdings von internationalen Beobachtern nicht bestätigt. OSCE/ODIHR, die Botschaft der USA, der Leiter der NATO-Delegation in Georgien und weitere internationale Organisationen haben keine massiven Verstöße gegen das Prinzip freier und fairer Wahlen festgestellt. David McAllister, Vorsitzender des Auswärtigen Ausschusses des EU-Parlaments hat mit weiteren Abgeordneten in einem Statement ebenfalls die Korrektheit der Wahlen bestätigt. Vorbehaltlich dieses Umstands soll im Folgenden auf der Basis der offiziellen Zahlen der Wahlkommission eine erste Analyse vorgenommen werden.

Camelia Bogdan v. Romania: a case of arbitrary suspension of a judge

European Court of Human Rights: Romanian judge Camelia Bogdan, who was suspended from the judicial service in her home country, had no legal remedy

The case "Camelia Bogdan v. Romania", involving a Romanian judge, represents a further stage in the litigations of representatives of the Romanian judiciary before the European Court of Human Rights (ECtHR). The case is to be viewed in the context of the disputes between the Romanian judiciary and the Social Democrat-led coalition in power until 2019. Camelia Bogdan (the applicant) was temporarily suspended from her office for questionable reasons without being able to effectively challenge the relevant decision. This is illegal according to a decision of the ECtHR of October 2020. Her right to a fair trial (Article 6 (1) ECHR) was infringed.

Raketen und Geld – Krieg oder Frieden

Die US-Politik der letzten vier Jahre hat zu viel Unvorhersagbarkeit – um nicht zu sagen Unsicherheit – geführt und verändert, wie Alliierte auf der ganzen Welt in diesen Tagen vor der Präsidentschaftswahl auf die USA blicken. Das gilt gleichermaßen in Europa wie in Asien, im Nordatlantik wie im Indo-Pazifik. Im Rahmen seiner Amtsübergabe an Präsident Trump hatte Barack Obama auf die besondere Bedeutung der koreanischen Halbinsel hingewiesen. Zweifelsohne ist danach dort viel passiert. Im Bündnis zwischen Washington und Seoul ging es um eine Reihe schwieriger Themen. Viele Fragen warten auf eine Antwort. Es herrscht Spannung auf der koreanischen Halbinsel.

The announcement of UN-brokered permanent ceasefire in Geneva and political talks in Tunisia has given renewed optimism that Libya’s elusive peace attempts are yet again within close grasp. Despite several high-profile international attempts in Moscow and Berlin (January, 2020) to broker a ceasefire and restart the political process, the battle in Libya not only resumed, but intensified, culminating in all-out war before reaching a stalemate in June, 2020. The conflict was sparked on April 4th, 2019, when self-styled leader of the Libyan Arab Armed Forces (LAAF) Khalifa Haftar launched an attack on Tripoli to overthrow the internationally recognised UN-backed Government of National Accord (GNA). The role of regional and international powers in support of both factions during the war has further entrenched positions, and added to the intractability of the conflict.
