Entschlossenes Handeln in der Corona-Krise verschafft dem uruguayischen Präsidenten Rückenwind für seine ambitionierte Reformagenda

Ganze zwölf Tage hatte die neue bürgerliche Regierung Uruguays zur Einarbeitung, bevor sie von den ersten Corona-Fällen in den Krisenmodus gezwungen wurde. Der Kaltstart gelang jedoch. Präsident Luis Lacalle Pou erwies sich als entschlossener, pragmatischer und erfolgreicher Krisenmanager, der auch jenseits der Pandemie eigene Akzente setzen konnte. Während dies bei den meisten Uruguayern bisher gut ankommt, werden die wirtschaftlichen und sozialen Folgen der Pandemie das kleine aber institutionell stabile Land noch lange beschäftigen.

How is Bosnia and Herzegovina dealing with the corona crisis? There was no joint fight against Covid-19. Even now, decisions are made separately - a body for the entire country has not been formed. A coordination of measures was not noticeable. Fortunately, the number of cases remained low. In Bosnia and Herzegovina, 152 people died of Covid-19, almost 2,000 people have recovered, and the number of confirmed cases is under 3,000. The number of newly infected people is very low.

The coronavirus crisis has accelerated the onset of an across-the-board, zero-sum confrontation between Washington and Beijing. This had already been preceded by the Trump administration’s trade war and open warnings surrounding Huawei’s 5G technology, the European Commission’s description of China as a “systemic rival promoting alternative models of governance”, criticism of the Chinese regime’s increasing control over Hong Kong and its treatment of the Uyghur population in Xinjiang, and regional pushback against the perceived excesses of the Belt and Road Initiative (BRI). Western countries’ hardening line toward China in recent months has left Beijing with likely the most unfavourable international environment it has faced since the Tiananmen incident of 1989.

Srengthening Local Health Governance

The idea to try out the Social Audit (SA) as tool to look at the state of local health sector governance was agreed among the participants in the training series workshops. This was justified as easier to test and conduct within the varying community set ups. Furthermore, in comparison to the other tools of social accountability, the CSOs agreed that SA was more effective and less technical, providing a more appropriate learning tool. While there would be mistakes in the first exercise(s), it was generally agreed that this step would lay the foundation for more engagements through SA by the local organizations. The process of generating evidence using SA was said to be less complicated yet convincing. Furthermore, the low-cost implication of conducting SA was said to be manageable compared to other tools.
