China: a developing country as a global power?

China has risen to being the second-largest national economy in the world; in terms of purchasing power parity, it is even the largest. Nevertheless, China insists on its status as a developing country and the special treatment in international regimes that goes with it. This is criticised by industrial countries, above all the US, as seeking unfair advantages. The EU has also increasingly been calling for China to move away from its developing country status, while it emphasises China’s role as a partner but also as a systemic rival.

Regierungswechsel in der Republik Moldau

Nachdem erst am 12. November eine neue parlamentarische Mehrheit aus der Partei der Sozialisten (PSRM) und der Demokratischen Partei (PDM) ein Misstrauensvotum gegen die bisherige Regierung Sandu verabschiedet haben, haben beide Parteien bereits am 14. November im Eilverfahren eine neue Regierung eingesetzt. Die PSRM kündigte damit endgültig die Zusammenarbeit mit dem pro-europäischen Parteienblock ACUM von Ministerpräsidentin Maia Sandu auf. Im Juni waren PSRM und ACUM ein Zweckbündnis eingegangen, um die Herrschaft der PDM und ihres Vorsitzenden und bisherigen Machthabers Vlad Plahotniuc zu beenden, der daraufhin das Land verlassen hatte.

Belarus vor den Parlamentswahlen

Trotz restriktiver Maßnahmen im Vorfeld scheinen demokratische Fortschritte nicht ausgeschlossen. Sie wären hilfreich für die Beziehungen mit dem Westen.

Am 17. November sind etwa sieben Millionen Belarussinnen und Belarussen zur Wahl des Repräsentantenhauses aufgerufen. Das Interesse daran im Land ist niedrig, da die Wahlen vielen als rein bürokratischer-administrativer Akt gelten. In vergangenen Jahren war Kritik an der Nichteinhaltung demokratischer Standards neben der Menschenrechtsfrage einer der zentralen Streitpunkte im Verhältnis zwischen Minsk und dem Westen. Der nicht unumstrittene vorgezogene Wahltermin fällt nun in eine Zeit, in der Belarus in außen-, sicherheits- und wirtschaftspolitischen Fragen eine vorsichtige Annäherung mit dem Westen sucht und durch seine Vermittlerrolle im Ukrainekonflikt Vertrauen aufbauen konnte. Die Wahlen bilden daher einen Prüfstein, ob auch in dieser zentralen Frage zumindest kleine Fortschritte möglich sind – ausgeschlossen scheint es nicht.

China: A Developing Country as a Global Power?

China insists on its status as “the world’s largest developing country” and the special treatment in international regimes that this status entails. In the Chinese narrative, this position is justified by a relatively low per capita income and tremendous social and regional differences in the country. Occasionally, as a result of international pressure, China seems willing to renounce its privileges as a developing country. It is increasingly difficult for China to maintain the balance between its identity as a developing country and its role as an important donor in development cooperation. Against this backdrop, Germany and Europe should try to ensure that China’s growing global engagement leads to its closer integration into the structures of international cooperation.

Development of the Middle East Gas: Opportunities & Challenges

The Konrad Adenauer Stiftung did publish, together with the Director of the Regional Forum for Consultancy and Studies, Brigadier General Khaled Hamadeh, the following report about “Development of the Middle East Gas: Opportunities and Challenges” with the aim of assessing the security situation in the Eastern Mediterranean, identifying the risks facing the gas industry loop from exploration to extraction and exportation, forecasting expected realistic scenarios, and coming up with recommendations that could be valuable for decision makers in the public and in the oil and gas sector. The content of the report was discussed afterwards with a selection of politicians, experts and academics within a joint workshop.
