2019 ist in Senegal ein Superwahljahr. Am 24. Februar finden Präsidentschaftswahlen und am 1. Dezember landesweite Kommunalwahlen Statt. In diesen Tagen beginnt offiziell der Wahlkampf um das höchste Amt i mStaat und wird von schafen rhetorischen Auseinandersetzungen geprägt. In den kommenden Wochen wird sich zeigen, ob die interhational hervorgehobene Stabilität des westafrikanischen Landes mit einer Tradition von Demokratie und friedlichen Wahlen über dieses Wahljahr hinaus Bestand hat. Die fragmentierte Opposition de sLandes ruft mitunter zu Boykott und Unruhestiftung bis zum Wahltag auf.

Ein Friedensabkommen setzt nicht nur der Konfrontation zwischen zwei Parteien ein Ende, sondern legt in der Regel auch eine Marschroute für die Wiederherstellung eines vom Konflikt gepeinigten Landes fest. So beinhalten solche Abkommen z. B. auch Bestimmungen über strukturelle Themen, die den Konflikt mit verursacht haben.

Bosnien-Herzegowinas (un)mögliche Wahl: Eine rechtspolitische Analyse

In Bosnien und Herzegowina (BuH) fanden im Oktober 2018 Wahlen statt. Gewählt wurden (1) die drei, verschiedenen Ethnien zugehörigen, Mitglieder der Präsidentschaft, (2) das gesamtstaatliche Parlament von BuH, (3) das Parlament der Entität: Föderation von BuH, (4) die Versammlung der 10 Kantonsparlamente in der Föderation, (5) der Präsident und der Vizepräsident der Entität: Republik Srpska (RS) sowie (6) die Nationalversammlung der RS. Jedoch wäre es zutreffender zu sagen, dass die Wahlen in BuH auch jetzt noch nicht ganz abgeschlossen sind, da das Parlament von BuH und das Parlament der Föderation von BuH immer noch nicht vollständig konstituiert sind. Wie kann es sein, dass die Wahlen immer noch andauern, obwohl sie doch im Oktober 2018 stattfanden? Die Antwort ist im komplexen Wahlrecht in BuH und in einer Entscheidung des bosnischen Verfassungsgerichts zu finden. Nachfolgend stellen wir kurz das komplexe Wahlrecht und danach eine (umstrittene) Entscheidung des Verfassungsgerichts dar.

Assessing Past and Potential Threats

Policy Forum No. 2 and 3 are one article of two parts. Policy Forum No. 2 (Part I) assesses the threat posed by the possibility that the Islamic State of Iraq and Syria (IS) could obtain and use chemical weapons (CW). It first reviews the salafi-jihadi doctrine of the group and argues that no ideological obstacles prevent it from obtaining and using unconventional weapons. It then examines IS’s current status and concludes that despite the group’s loss of territory and the collapse of its quasi-state structure, it still poses a significant threat to the security of the Middle East/Gulf. Finally, the Policy Forum analyzes the capabilities and intentions of IS to seek, develop and use chemical weapons on the territory of Syria and Iraq. It contends that has the intentions but its capabilities are very limited to developing crude CW. Policy Forum No. 3 (Part II) a continuation of Policy Forum No. 2, examines the CW attacks that the IS allegedly carried out in Syria and Iraq. It argues that there is sufficient evidence that the group has developed a rudimentary chemical weapons capability and has used sulfur mustard in Syria. The article also contextualizes the threat posed by the Islamic State’s CW capability by comparing it to the threat posed by other state and non-state actors’ deployment of this category of weapons. The Policy Forum then evaluates the future threat posed by the Islamic State’s use of CW in and outside the Middle East.
