The crisis of the liberal world order is a crisis of self-confidence above all else. Despite all our self-criticism, we must not fall prey to defeatism, but should instead reflect on our own strengths and continue the success story of the last 70 years.

The liberal world order is in crisis. Signs of internal disintegration combined with new external challenges are creating a maelstrom of conflicting interests that certainly gives grounds for concern. The fact that, now of all times, the United States is increasingly abandoning its role as defender and guarantor of the “Pax ­Americana” is seriously exacerbating the situation and poses the question: who will save the liberal world order?

China’s increasingly confident claim to global leadership and the withdrawal of the US as guarantor of an international order influenced by Western values are leading many to recall a sub-continent which had previously led a shadowy existence in international politics, but which in fact plays a central role in the continued existence of a liberal-democratic multilateral world order.

Myanmar und Bangladesch – ein gestörtes Verhältnis

Am 7. November bestellte das Außenministerium Bangladeschs den Botschafter Myanmars ein, um ihm eine Protestnote zu überreichen. Grund dafür war ein Vorfall, der sich drei Tage vorher an der gemeinsamen Grenze beider Länder ereignete: Myanmars Grenzschutz soll am 4. November das Feuer auf das Territorium Bangladeschs eröffnet und dabei zwei Menschen verletzt haben. Bei den Verletzten handelt es sich nach Presseberichten um einen Bangladeschi und einen Rohingya aus Myanmar, welcher im Flüchtlingslager in Cox’s Bazar lebt. Myanmar stritt diese Vorwürfe ab. Dieser Vorfall ist nicht der erste in der Grenzzone zwischen beiden Ländern. Er steht symptomatisch für ein in nahezu jeder Hinsicht schwer gestörtes Verhältnis zwischen den Nachbarn.

Weltweit werden offene Gesellschaften durch antiliberale Entwicklungen im Inneren und autoritäre Kräfte von außen herausgefordert. Angesichts solcher Entwicklungen stellt sich die Frage, ob und vor allen Dingen wie der politische Westen, der selber nicht frei ist von inneren Fliehkräften, seine Außenpolitik weiterhin auf die Förderung demokratischer Prinzipien und Strukturen ausrichten sollte. Das vorliegende Papier des Arbeitskreises Junge Außenpolitiker analysiert, wie zivilgesellschaftliche Akteure auf zunehmenden Autoritarismus auf unterschiedlichen Ebenen reagieren können.

Die humanitäre Krise in Venezuela erreicht kurz vor Weihnachten einen neuen traurigen Höhepunkt

Die Welt spricht in diesen Tagen viel von den Flüchtlingen aus Mittelamerika, die sich Richtung USA bewegen, aber eine ganz andere humanitäre Krise gerät darüber völlig in Vergessenheit, obwohl die Situation in Venezuela äußerst dramatisch ist. Für viele Venezolaner wird das Weihnachtsfest 2018 eines der traurigsten in der neueren Geschichte des erdölreichsten Landes der Welt. Die anhaltende Hyperinflation, die faktische Dollarisierung und die hohe Arbeitslosigkeit stellen die meisten Venezolaner vor existentielle Herausforderungen. Vielen blieb daher als einziger Ausweg nur die Auswanderung. So müssen viele venezolanische Familien getrennt von ihren Verwandten und Freunden die Weihnachtszeit verleben. An Geschenke oder ein besinnliches Weihnachtsmahl ist zurzeit kaum zu denken. Auch 2019 verspricht keine positiven Veränderungen.
