En su forma moderna, el federalismo nace con la constitución de Estados Unidos, en 1789. En otros procesos de construcción del Estado, su imagen despertaba, cuando menos, sentimientos encontrados, y ha experimentado altibajos a lo largo del tiempo. Si bien los tres Estados norteamericanos — México, Canadá y Estados Unidos— adoptaron constituciones federales, este modelo continuó siendo la excepción y no la norma en otras zonas del mundo. Aunque gran parte de la población mundial vive actualmente en estados federados, solo una pequeña parte de todos los Estados soberanos son federaciones. Y, pese a que el planteamiento federal parece haberse extendido en la segunda mitad del siglo XX, con su reaparición en muchos discursos contemporáneos sobre las reformas del Estado, la «federalización» real ha sido excepcional. A menudo, las nuevas federaciones se han tornado efímeras, y la mayor parte de los procesos continuos de este tipo se han estancado a medio camino en la transición hacia un Estado federado de pleno derecho.

Syria is said to be a secular country which guarantees religious freedom. While that has never been the case, the country’s Christians were able to live their faith without experiencing any serious problems up to 2010. Many church leaders hope that situation will return, as do many Christians. The civil war has already cost over 500,000 lives, 6.5 million Syrians are now internally displaced persons and there are almost 5 million refugees. The number of Christians has dropped by half. They have fled the war, the regime and the Islamists. Will they return to Syria once the conflict is over?
