Aspects of the Cybersecurity Ecosystem in the United States

Trends Before and During the Corona Pandemic

The field of cybersecurity with all its complexities has been steadily gaining in importance over the last decade – and now, due to the Coronavirus-induced heightened dependency on digital infrastructure this process is further accelerated. This country report shows that cybersecurity has evolved into a key national security issue and gives an overview of certain aspects of the U.S. cybersecurity landscape, by tracing policy developments from before the Covid-19 pandemic as well as current legislative considerations.

Early Elections in Croatia with Uncertain Outcome

Following the Country’s (Initial) Triumph over the Corona Crisis, Croatia Is Set to Have Parliamentary Elections on 5 July

Although the spread of COVID-19 has been stopped in its tracks, the risk of a second wave in autumn remains. The election of a new parliament in Croatia should have taken place only in September 2020. But parliament was dissolved in May 2020, and the date for new elections was scheduled for 5 July. The reason cited by the government is a desire to avoid the virus potentially jeopardising the holding of elections. The opposition, on the other hand, suspects the main reason behind this to be the government's favourable poll ratings during the fight against the pandemic. Croatia is therefore entering into a heated, yet short, electoral campaign. In the meantime, polls indicate that the election outcome is by no means clear-cut.

Fanning the Flames of Domestic Political Crises: Corona in Armenia

Was the timing merely coincidence or orchestrated political manoeuvring? On 1 June, the Armenian Prime Minister, Nikol Paschinyan, announced to the public that he himself and the closest members of his family, his wife and three daughters, had become infected with the corona virus. Anti-government members of Armenian society found it difficult to view this communication in isolation of the current domestic political situation. The announcement, only one week later, that the Prime Minister’s family and Paschinyan himself had now recovered, reinforced speculations that officially announcing the infection was nothing more than a diversionary tactic. Government measures officially adopted to contain the pandemic, such as the state of emergency extended for the third time last weekend, are predominantly interpreted in light of the prevailing political climate. The number of those in Armenian society who are critical of government seems to be increasing every day.

De-escalation zones in Syria

Background and status quo of a paradox. In fact, the protection for the Syrian population that had been promised when the zones had been created was not provided at any time.

In May 2017, as part of the Astana peace talks, Russia, Iran and Turkey agreed on the establishment of four so-called de-escalation zones in Syria. These zones were designed to be areas in which all hostilities should cease and in which civilians should be protected from attacks. The deal had been preceded by a massive deployment of chemical weapons by the Syrian regime, followed by increasing international pressure on Syria and its ally Russia.

Georgia between Shutdown und political Startup

Domestic political developments before the parliamentary elections in au- tumn

Georgia's domestic political developments in the election year are to be assessed from various angles. After a turbulent year in 2019, the government was strengthened by the sovereign management in the Corona crisis, seemingly making up ground in the past few months. The opposition also sees their status strengthened after they have successfully negotiated demands connected with a new electoral system. According to the public perception, however, there is an increasing and questionable tendency to no longer make important political decisions in the parliament, but outside of it and, if possible, with international mediation. Recent developments also reveal that judicial independence is still fragile. The hope for the upcoming parliamentary election remains that it can be assessed as fair by all sides. The compromise regarding the electoral system created a good foundation for this.

Change of Government in Kosovo:
 Constitutional Court Paves the Way

According to the Constitutional Court ruling, a new government led by Avdullah Hoti of the LDK is expected to be formed swiftly

Following the overthrow of the previous government by a vote of no confidence on 25 March 2020 initiated by the coalition partner Democratic League of Kosovo (LDK), there has long been uncertainly about further political developments on the Kosovo field. Although on 30 April President Hashim Thaçi had mandated Avdullah Hoti of the LDK to form a government, the legitimacy of the mandate was however called into question and brought before the Constitutional Court by members of the Vetëvendosje (VV), the party belonging to the toppled Prime Minister Albin Kurti. The legal blockade for the formation of a new government has now been eliminated with the final decision taken by the Constitutional Court: late in the evening on 28 May, the Constitutional Court ruled that President Thaçi acted lawfully when he gave Hoti the task of forming the government.
