Russlands Arktis

Im Zuge des Klimawandels verändern sich auch die geopolitischen Gegebenheiten im russischen Teil der Arktis. Neben einer zunehmend erleichterten Rohstoffgewinnung eröffnet vor allem die längere Schiffbarkeit des Nördlichen Seeweges der Russischen Föderation neue Perspektiven im globalen Wettbewerb. Die russischen Hoheitsgewässer durchquerend, bietet der Nördliche Seeweg die Möglichkeit der Etablierung eines alternativen transkontinentalen Transportweges für Energielieferungen und Warenströme zwischen Ost und West. Doch dafür sind Investitionen und Technologien nötig, die Moskau nur begrenzt besitzt. Dies ruft Mächte auf den Plan, die ebenfalls an einem maritimen Verbindungsweg von Asien nach Europa interessiert sind. Die Klimaerwärmung birgt für Russland zudem eine gänzlich neue militärstrategische Herausforderung – jahrhundertlang bildete das ewige Eis der Arktis eine unüberwindbare Barriere an den nördlichen Grenzen. Mit dem Schwinden dieses natürlichen Schutzwalles ist Moskau gezwungen, seine Landesverteidigung im Norden neu auszurichten. Erste wegweisende Schritte in diese Richtung sind bereits erfolgt.

Chancen und Hemmnisse der Östlichen Partnerschaft in einer zunehmend angespannten geopolitischen Welt

Anlässlich des sechsten Gipfeltreffens der Östlichen Partnerschaft (ÖP) kommen erstmals seit Beginn der Corona-Pandemie die Führungsspitzen der EU, ihrer Mitgliedsstaaten und der Länder der Östlichen Partnerschaft wieder physisch zusammen. Das Treffen in Brüssel findet im Vorfeld des regulären EU-Gipfels ohne die Teilnahme Belarus‘ statt, das seine Beteiligung an der Östlichen Partnerschaft bis auf weiteres ausgesetzt hat. Im Fokus des Gipfeltreffens steht neben der Stärkung der Partnerschaft für Resilienz, Aufbau und Reformen vor allem die Neuausrichtung der Politik nach 2020, die Überwindung der Corona-Pandemie sowie ein neuer Wirtschafts- und Investitionsplan für die Region. Die Europäische Union sichert zudem Armenien und Aserbaidschan ihre Unterstützung als Mediator bei der Lösung des Konflikts um die Region Nagornyi Karabach zu.

At over 60 per cent of the population, the generation under the age of 25 represents the largest demographic group in Sub-Saharan Africa, yet most African governments fail to engage young people. While the African Union (AU) has made important progress towards improving youth policy, its ideas often lack practical solutions and are seldom implemented by member states. The latter, for their part, place too much emphasis on employment policy. Instead, the AU and its member states should do more to foster young people’s participation in politics and civil society.

In a changed world, is their model robust, or, to use an English word newly popular in German, is it “resilient”? What about the two traditional pillars of German foreign policy, namely the European Union and transatlantic relations? How much weight does the “West” carry in the world? Answers to these questions point toward the challenges that will confront Germany’s new federal government, particularly with regard to foreign affairs.
