In 2022, a referendum legitimized the “New Kazakhstan” reform package introduced by newly elected President Tokayev. Now, however, “New Kazakhstan” itself appears to be in need of reform. The current reform initiatives are formally based on the constitutional amendments of 2022, but differ in their political focus. While the earlier reforms were designed as a response to a crisis of legitimacy and public trust, today the emphasis lies on governance, political oversight, and long-term stability.
