Im Rahmen einer neuen KAS-Initiative wird ein KAS-Fellowshipprogramm ins Leben gerufen. Dieses umfasst in den Staaten der NATO-Ostflanke (und darüber hinaus) verschiedene Themengebiete, die von jeweils einem KAS-Büro federführend betreut werden. Für die Region der baltischen Staaten ist das Thema „hybride Angriffe auf kritische Infrastruktur“ vorgesehen. Dies ist inhaltlich jedoch weit zu fassen. Es kann sich auf verschiedene Domains beziehen, sprich im Wasser, in der Luft oder an Land.
Wer wird gesucht?
Ein/e Experte/in, der/die sich bereits maßgeblich mit dem Thema beschäftigt. Der Hintergrund der gesuchten Person kann unterschiedlich sein: aktiv oder ehemalig aus der Wissenschaft; militärischen Sektor; Politik.
Was wird erwartet?
- Intensive Beschäftigung mit dem Thema
- Erstellung von (Kurz-)Analysen für die KAS hierzu
- Teilnahme an Konferenzen/Workshops zu dem Thema (nicht nur der KAS Baltische Staaten)
Was wird geboten?

Mitglied im weltweiten KAS-Netzwerk

Monatliche Vergütung – abhängig vom Zeitaufwand (individuell zu besprechen)

Teilnahme an einem internationalen Workshop aller Fellows (Sanktionsumgehung, russischer Imperialismus, Entwicklung der russischen Wirtschaft, externe Wahlbeeinflussung) sowie weiterer Teilnehmer.
Die Länge des Fellowships ist individuell zu besprechen. Dies kann von drei Monaten bis zu einem Jahr (Testphase) gehen.
As part of a new initiative by KAS, a fellowship program is being launched. It will cover various thematic areas across NATO’s eastern flank (and beyond), each coordinated by a specific KAS office. For the Baltic region, the designated focus is “hybrid attacks on critical infrastructure.” This topic is broadly defined and may include multiple domains—water, air, and land.
Who is being sought?
An expert who is already significantly engaged with the topic. The background of the candidate may vary: academic (active or former), military, or political.
What is expected?

In-depth engagement with the topic

Preparation of (short) analyses for KAS

Participation in conferences/workshops related to the topic (not limited to KAS Baltic States events)
What is offered?

Membership in the global KAS network

Monthly compensation, depending on time commitment (to be agreed individually)

Participation in an international workshop for all fellows (covering topics such as sanctions evasion, Russian imperialism, developments in the Russian economy, and external election interference), along with other participants
The duration of the fellowship is flexible and to be agreed individually, ranging from three months up to one year (initial phase).
