Germany’s security architecture is tailored to an era of clearly distinct threats. However, hybrid threats such as espionage, sabotage, cyber operations, and disinformation transcend the jurisdictional boundaries of government agencies and make it difficult to conduct an effective threat assessment. This paper develops proposals for closer cooperation between the police and intelligence services through joint analyses, early risk detection, and institutionalized situation assessment.

 Despite a long-standing, stable desire to have children, Germany’s fertility rate has fallen to a historic low. What obstacles make it difficult for young people to start a family, and what policy frameworks can help ensure that more of these wishes are realized? Recent research and a comparison of family policy approaches in various countries offer insights for the needs-oriented further development of family policy in Germany. 

The Value of Global Health

An Evidence-Based Analysis of the Benefits of Germany’s Financial and Structural Engagement in Global Health

Against the backdrop of geopolitical fragmentation, fiscal consolidation pressures, and a changing political discourse, questions are increasingly being raised about the national benefits of Germany’s engagement in global health in particular and development cooperation more generally. This study addresses these questions without losing sight of the intrinsic value of health and the primacy of values-based action. Germany’s engagement in global health saves lives, strengthens health systems, and protects Germany itself from cross-border health risks. Its primary value lies less in short-term financial returns than in prevention, crisis avoidance, and the strengthening of health as a foundation for prosperity and societal resilience. Investments in global health help prevent macroeconomic damage, secure supply chains, and create export opportunities, particularly for Germany’s health sector. At the same time, the study shows that Germany has not yet fully realized this potential due to fragmented ministerial structures and a limited integration of development, economic, and innovation policies. International research cooperation in global health strengthens Germany’s research institutions, innovation capacity, and global visibility. Particularly valuable are long-term networks, trust-based partnerships, and opportunities for “reverse innovation.” However, these benefits can be quickly undermined by funding cuts and the loss of established cooperation structures. Global health engagement enhances Germany’s reputation, builds trust among partner countries, and strengthens its capacity to act in foreign and security policy. Especially at a time when other international actors are reducing their commitment, global health offers Germany an opportunity not merely to finance multilateralism but to actively shape it. Looking across individual dimensions of impact, the overall value of Germany’s engagement in global health appears greater than the sum of its parts. Its benefits are reflected in safeguarding the foundations upon which democratic and prosperous societies depend and in enabling people to live with dignity. The study was commissioned by the Konrad-Adenauer-Stiftung (KAS) and conducted by the Charité Center for Global Health. Please note, to date the analysis is only available in German.

The “Safe Social” approach combines a widely supported child protection policy with a competition policy strategy for digital sovereignty. With a social media ban for under-16s many countries are responding in this way to dangerous digital products and to years of inaction by dominant platforms. It should be linked to an EU-wide system of certified exemptions. The goal is to realign the rules for digital services: children must be effectively protected, while at the same time the market must be opened up to European alternatives to today’s oligopoly.

How demographic change will unfold beyond 2030

Demographic ageing does not end with the retirement of the baby boomers. In the coming decades, the challenges are likely to shift increasingly from the labour market and pensions towards care, housing and regional services. The analysis shows that ageing does not unfold in the same way everywhere. While many eastern German regions were affected early on, rural areas in western Germany are facing a sharp increase in the oldest age groups. Policymakers and municipalities should therefore start planning early.

Consequently, a reform of the security architecture is required, providing law enforcement and intelligence agencies with expanded powers, alongside a strengthening of civil protection. Furthermore, democratic resilience and a whole-of-society sense of responsibility are key factors in withstanding hybrid warfare.

The Baltic Sea region, the High North and the Arctic, as well as the adjacent waters including the North Atlantic, are a key arena of European security. European allies should build on initiatives already under way to create and implement a coherent, integrated and sustainable maritime strategy. This will be vital to providing a credible deterrence and defence posture. It should be informed by the lessons of the conflicts in Ukraine and Iran, enabling enhanced European naval burden-sharing to support European interests at home and further afield.

In der Reihe „Forschungen und Quellen zur Zeitgeschichte“ veröffentlicht das Archiv für Christlich-Demokratische Politik seit 1980 wissenschaftliche Studien zur Christlichen Demokratie, Darstellungen zur Geschichte der Bundesrepublik und der CDU sowie Biographien wichtiger Repräsentanten.
