Municipal Information Security and Resilience

An analysis of the German approach to support

An increasing number of IT security incidents in municipal administrations have left behind some noticeable damage for citizens. In the worst case, the administration no longer functioned and municipal services could not be provided. Municipalities are initially responsible for their own information security and are supported by the federal and state governments. Read the analysis to find out which services are available to the municipalities, which functions the federal and state governments assume and what is necessary to improve resilience at the municipal level.

Analysis of the parliamentary election in Hesse on 8 October 2023

Report on the preliminary final result, the main voting determinants, voter migration and social structure.

The CDU wins the parliamentary election in Hesse. It achieves 34.6 percent and gains 7.6 percentage points compared to the 2018 election. While in 2018 CDU and SPD suffered considerable losses, the CDU recovered while the SPD lost again. At 15.1 percent the SPD is the third largest party in parliament now. The AfD wins votes and has a share of 18.4 percent. The Greens are down to 14.8 percent. The FDP passes the five-percent hurdle while the Linke comes in at 3.1 percent and will not be part of the new parliament.

This applies both to the recently enacted Self-Determination Act and to the government coalition's plan to regulate abortion outside the Criminal Code in the future. How much responsibility does the “Community of responsibility” hold?

Responsibility, but without legal protection in case of separation

According to the coalition agreement (2021-2025), the major reform of family law planned by the Federal government will include the new legal institution of the “Community of responsibility” (“Verantwortungsgemeinschaft”) for an unlimited number of persons. Its main characteristics will be the easy conclusion as well as quick separation. As the planning goes, the Community of responsibility will offer marriage-like tax privileges whilst avoiding any regulations  for the period after the separation to protect those individuals who have provided unpaid care or nursing.

In der Reihe „Forschungen und Quellen zur Zeitgeschichte“ veröffentlicht das Archiv für Christlich-Demokratische Politik seit 1980 wissenschaftliche Studien zur Christlichen Demokratie, Darstellungen zur Geschichte der Bundesrepublik und der CDU sowie Biographien wichtiger Repräsentanten. Zu den 50 bisher erschienen Büchern zählen auch Quelleneditionen, wie Protokolle von Parteigremien oder Tagebücher von einflussreichen Politikern. Die Publikationen sind im Buchhandel erhältlich.

Sociopolitical Series

Veröffentlicht wurden herausragende Dissertationsschriften mit gesellschaftspolitisch relevanten Themen von Stipendiatinnen und Stipendiaten der Begabtenförderung und Personen, die ihrem Promotionskolleg „Soziale Marktwirtschaft“ kooptiert sind.
