Although climate finance is always on the agenda at annual world climate conferences, a common understanding of what it means is still lacking. Systemic risks continue to plague financial engagement in the Global South - and the risk of corruption is also mounting with the ever-increasing sums of money involved. The effectiveness of climate finance depends not only on the amount of money committed, but also on good governance and accountable institutions.

Global climate change is one of the most pressing challenges of our time. In 'Social Ethics in Practice – Shaping Climate Protection Globally Justice', a collaborative project of the Catholic Social Academy Franz Wärme Haus, the Academy Die Wolfsburg and the Konrad Adenauer Foundation, experts from various disciplines look at this crisis through the prism of social ethics. They will discuss the role of the state and the market, the social dimension of climate policy and possibilities for climate protection at the municipal level. This work sheds light on the need for socially acceptable, interdisciplinary approaches for a fair design of climate protection.

Successful transformation needs pragmatism but not a new “Sondervermögen”

Sustainable fiscal policy does not need trickery

Following the German Federal Constitutional Court's historic ruling on the 2nd Supplementary Budget Act 2021, ways are being sought to ensure legal financing of the economic transformation. One option that is repeatedly brought up is the possibility of setting up a "Sondervermögen” (special fund) modelled on the special fund for the Bundeswehr (German armed forces). It is important to understand that this is not a real asset; on the contrary, it contains credit authorisations in the amount mentioned. A new paragraph in the Basic Law was necessary for its establishment so that the respective incurrence of debt in the financial year in which it is actually incurred is exempt from the provisions of the debt limit.

Policy makers and civil society have neglected the fact that cloud services are the essential infrastructure for both businesses and individuals. Not only is it the way by which millions of people store substantial amounts of data, use software remotely, or stream music, but it is fundamental to every aspect of the digital economy. The Memorandum identifies some of the factors that have hindered the competitiveness of the European cloud industry. Moreover, the participants of the Cadenabbia Forum within the EU Data Summit make recommendations for boosting EU digital and cloud services.

Anti-Semitic alliances

Postmodern criticism of Israel and hatred of Jews in new contexts as a challenge for political education work

Greta Thunberg's reaction to the Hamas massacre of Israeli civilians has shocked and surprised some observers in Germany. There was talk of the "fall of the climate icon". In fact, the statements made by Thunberg and many of her fellow campaigners in the global climate protection movement are shocking - but they are not surprising. For years, campaigners against climate change have also been positioning themselves on the side of pro-Palestinian activists. They are part of a long line of progressive, left-wing, activist and other movements that integrate pro-Palestinian, anti-Israel[1] and anti-Semitic positions and narratives into their fight for an actual or supposedly better world. Anti-racism groups, activism from the spectrum of queer feminism, postcolonial theorists, identitarian conspiracy thinkers and Islamists pursue very different and sometimes diametrically opposed goals. However, many of them are united by their criticism of Israel and some by their hatred of Jews. This is an enormous challenge for the global fight against anti-Semitism. In the wake of postmodern theoretical approaches, chains of argumentation and forms of activism, anti-Semitic narratives and myths penetrate seemingly unsuspicious social and political contexts. This often happens unnoticed and without reflection. Although the core of anti-Semitism remains the perception of Jews expressed as hatred, it is changing its form and context. The tried and tested instruments for combating anti-Semitism that have been established in Germany for decades - such as discussions with contemporary witnesses, trips to memorial sites or remembrance work - must therefore be supplemented by additional methods and instruments. This text offers a classification of anti-Semitic forms and approaches in the context of postmodern forms of theory formation and activism, shows the individual anti-Semitic bridging narratives of these activisms and formulates considerations for dealing with these new forms and contexts of anti-Semitism.

Forgoing for the sake of the climate?

Representative survey on attitudes toward climate protection and climate-friendly behaviour among the German population

Which age groups and party supporters are particularly concerned about climate protection? Who says they behave in a climate-friendly way in everyday life? Do age groups differ in their diet or in their decision to forego cars and airplanes? Which party following is dominated by meat lovers? Which supporters prefer vegetarian food? The Konrad Adenauer Foundation addresses these and other questions with the help of representative survey data and qualitative in-depth interviews. This much should be anticipated: Some of the results are surprising.

The Paris Agreement represents the collective ambitions of its signatory countries to limit the global average temperature to well below 2°C and pursue efforts to limit it to 1.5 °C. Given the limitations of a multilateral format focusing on overarching climate change mitigation goals, recent discussions have focused on establishing plurilateral alliances. This paper sheds light on the potential of a sectoral alliance for steel and develops policy recommendations for piloting a climate club in the steel sector.

Emergency without ending? The federal budget in limbo

The second supplementary budget 2021 is incompatible with basic constitutional law and thus null and void

With the second supplementary budget 2021, the federal government seemed to have found the solution to its problems: The € 60 billion in unused funds earmarked for the consequences of the corona pandemic were transferred to the "Climate and Transformation Fund" (KTF). This special fund was intended to promote energy transition and climate protection instruments while at the same time complying with the debt brake. The diverging interests of the three coalition partners were therefore no longer subject to any budget restrictions; there was money for everything at once – and thanks to the credit authorizations "in reserve" until after the next federal election. However, a "win-win" turned into a "lose-lose situation" after the ruling of the Federal Constitutional Court on November 15, 2023. The supplementary budget was "incompatible with the basic constitutional law and thus null and void"[1], making the reallocation of funds unconstitutional.
