The events formed part of ongoing efforts to support the implementation of Resolution No. 66-NQ/TW on innovating law-making and law enforcement to meet the requirements of national development in the new era, while contributing to the enhancement of professional capacity among legal affairs officers and legislative practitioners involved in the development and implementation of legal documents in Vietnam.
The Ho Chi Minh City workshop brought together legal affairs officers and practitioners from southern provinces and cities, while the Hanoi workshop engaged participants from northern localities, ministries and central agencies. Through the two events, more than 200 participants from across the country had the opportunity to exchange experiences and discuss practical issues relating to law-making, legal review and law implementation.
Speaking at the opening of the Hanoi workshop, Dang Hoang Oanh, Vice Minister of Justice, emphasized the important role of legal affairs officers in ensuring the consistency, feasibility and effectiveness of legal documents. Referring to the requirements set out in Resolution No. 66-NQ/TW, she highlighted the need to strengthen professional expertise, improve legislative drafting skills and promote the study of international experiences to meet increasingly demanding requirements in law-making and law enforcement.
In his remarks, Lewe Paul, Resident Representative of KAS Vietnam, reaffirmed KAS's commitment to supporting legal and institutional development in Vietnam through dialogue, knowledge sharing and comparative learning. He noted that exchanges between German and Vietnamese experts provide valuable opportunities to strengthen professional capacity, promote evidence-based policymaking and contribute to effective governance.
A highlight of both workshops was the presentation by Dr. Harald Hemmer from the State Chancellery of North Rhine-Westphalia, who shared practical experiences on the organization and operation of the legislative process in the Federal Republic of Germany. Drawing on his extensive experience in legislative and legal affairs, Dr. Hemmer introduced the distribution of legislative responsibilities within Germany's federal system and explained the interaction between federal, state and local authorities in the preparation and adoption of legislation.
Particular interest was generated by his presentation on the role of legislative and legal advisors in supporting decision-making, coordinating among government institutions, conducting legal and constitutional reviews, and facilitating stakeholder consultations throughout the legislative process. Participants also discussed mechanisms for ensuring legislative quality, enhancing inter-institutional coordination and strengthening the link between the formulation and implementation of legal documents.
In addition to comparative exchanges on Germany's legislative system, the workshops included professional training sessions on the implementation of the Law on Promulgation of Legal Documents (Law No. 64/2025/QH15) and its implementing regulations. Experts from the Ministry of Justice introduced key developments in the new legal framework, discussed practical challenges arising in the drafting of legal documents and exchanged solutions for improving drafting quality and implementation effectiveness.
The two workshops provided a platform for legal affairs officers, policymakers and practitioners from across Vietnam to share experiences, strengthen professional networks and explore international good practices in law-making and law enforcement. The events also reaffirmed the longstanding cooperation between KAS Vietnam and the Ministry of Justice in supporting legal reform, capacity building and the development of a transparent, coherent and effective legal system in Vietnam.
