The workshop was held amid Vietnam’s broader efforts to advance digital transformation, foster innovation, and improve the quality of law-making and law implementation. Recent Party and State orientations have reinforced the need to modernize public administration, strengthen data-driven governance, and enhance the effectiveness of legal policy implementation through the use of digital technologies.
Opening the workshop, Mr. Ho Quang Huy, Director General of the Department of Legal Document Examination and Organization of Law Implementation, emphasized that digital transformation is no longer an option but an imperative for enhancing state governance and improving the effectiveness of law implementation. He noted that despite significant progress in digital government development, reporting on law implementation remains fragmented and often reliant on manual processes.
Addressing the event, Mr. Lewe Paul, Resident Representative of KAS Vietnam, emphasized that effective governance depends not only on the quality of legislation but also on the ability to assess how laws are implemented in practice. He stressed that reliable reporting mechanisms, transparent data systems, and evidence-based policymaking are essential for strengthening accountability, improving regulatory quality, and reinforcing the rule of law. Noting that both Vietnam and Germany are striving to build more efficient, transparent, and citizen-centered public administrations while facing similar challenges related to data management, interoperability, institutional coordination, and the effective use of digital technologies, he underscored the importance of reliable data, interconnected information systems, and strong institutional cooperation as key foundations of modern governance.
Participants observed that Vietnam has yet to establish a unified nationwide digital system dedicated to monitoring and reporting on law implementation. Information is often dispersed across agencies and databases, creating challenges for data collection, sharing, analysis, and policy evaluation. As the volume and complexity of legal and administrative data continue to grow, developing integrated and interoperable reporting systems has become increasingly important to support timely decision-making and more effective policy responses.
Throughout the workshop, experts discussed practical solutions to accelerate digital transformation in law implementation reporting. Discussions focused on the development of integrated reporting systems, the establishment of common data standards, enhanced interoperability among government databases, and the application of emerging technologies such as big data and artificial intelligence to support compliance monitoring, policy evaluation, and public administration.
Participants also examined a range of practical experiences from both the public and private sectors. Presentations highlighted lessons from the National Reporting Information System, digital reporting initiatives implemented by local authorities, applications of data analytics in tax administration and civil judgment enforcement, and innovative digital solutions proposed by technology providers. These examples demonstrated how digital tools can improve data quality, reduce administrative burdens, strengthen monitoring and reporting functions, and support more timely and informed policymaking.
A key takeaway from the workshop was that digital transformation in law implementation is fundamentally a governance reform process rather than merely a technological upgrade. Successful transformation requires reliable and standardized data, interoperable information systems, effective coordination among institutions, supportive legal frameworks, and sufficient human capacity to manage and utilize digital tools effectively. Technology can facilitate reform, but its effectiveness ultimately depends on sound governance structures, institutional readiness, and the quality of available data.
The workshop concluded with a shared understanding that stronger digital reporting mechanisms can contribute significantly to improving legal compliance, enhancing the quality of policymaking, and supporting Vietnam’s digital government objectives.
