A Policy Framework for Strengthening Jordan's Startup Ecosystem and Regulatory Environment

This paper was prepared by SIRAN for Development and Capacity Building, in cooperation with Konrad-Adenauer-Stiftung (KAS) – Jordan Office, under the framework of the project "Enhancing the Resilience and Competitiveness of Jordan’s Digital Entrepreneurship". This paper constitutes a strategic roadmap and an analytical, decision-support tool aimed at elevating the digital entrepreneurial ecosystem in the Kingdom. It aligns with the targets of the Economic Modernization Vision 2033 to solidify Jordan’s position as an advanced regional hub for the digital economy.

Jordan's Economic Modernization Vision 2033 aims to accelerate the country's transition to a knowledge- and innovation-based digital economy. However, startups continue to face regulatory and administrative barriers that limit their growth, competitiveness, and ability to attract investment.

 

This paper examines the gap between Jordan's strategic ambitions and the realities of its regulatory framework. Drawing on legislative analysis, stakeholder consultations, surveys, and international comparisons, it proposes the Jordan Digital Entrepreneurship Resilience Index as a national tool to assess the impact of legislation on startups and guide future reforms.

 

Based on its findings, the paper outlines six key policy priorities, including introducing a dedicated Startup Law, simplifying incorporation and compliance procedures, reforming taxation and social protection, improving governance, and creating a more flexible regulatory environment. Together, these recommendations provide a practical roadmap to strengthen the resilience and competitiveness of Jordan's digital entrepreneurship sector and support the implementation of the Economic Modernization Vision 2033.
