From Scholarship to Civic Leadership: KAS Sur-Place Scholars Strengthen Democratic Engagement in the Republic of Moldova

KAS Sur-Place Scholarship Programme

The KAS Sur-Place Scholarship Programme in the Republic of Moldova supports academically outstanding and socially and civic engaged young people who demonstrate commitment to democratic values and public responsibility. Beyond financial assistance, the programme encourages civic initiative and leadership development.

In 2025, KAS Sur-Place scholars once again translated their political education into concrete initiatives. Within the framework of the civic initiatives competition launched for scholars, six teams implemented projects in Chișinău, Bălți and Florești, contributing to the strengthening of democratic culture, dialogue and active youth participation in public life.

The project “Debate and Public Speaking School”, implemented in Chișinău, provided a structured framework for training in argumentation and public communication. Through interactive sessions and competitive simulations, participants strengthened their critical thinking skills and confidence in responsible public discourse.

“Youth Island & Continent: Negotiation Simulation” engaged approximately 100 high school students from several schools in Chișinău in negotiation and conflict-resolution exercises. The interactive format and dialogue with representatives of public authorities enhanced young people’s ability to build consensus and engage constructively with democratic institutions.

Through “CMC Simulation for Youth: From Procedure to Decision”, 40 participants explored in practice how local public administration functions. Simulating the work of the Chișinău Municipal Council provided a clear understanding of decision-making processes and the importance of informed civic engagement.

In Bălți, “Little Republic: The One Billion Lei Theft” addressed corruption and institutional accountability through a complex crisis simulation. Participants assumed institutional roles and practised decision-making under pressure, public communication and countering disinformation.

In the Florești region, “Youth Public Policy School” enabled high school students to better understand public policy development through practical workshops and a study visit to the Parliament of the Republic of Moldova. Participants formulated proposals adapted to local realities and strengthened their connection to democratic institutions.

In the context of information polarisation, the media project “Breaking the Bubble- Russian-Language Debates Against Polarisation” created a Russian-language debate platform promoting pluralist dialogue and critical thinking. The initiative contributed to reducing polarisation and fostering inclusive democratic dialogue.

Overall, the six initiatives directly involved more than 400 young people and demonstrate the multiplier effect of the KAS Sur-Place Programme in Moldova. Scholars transformed the support received into concrete civic action, contributing to a culture of dialogue, responsibility and democratic participation.
